LAND USE BOARD MEETING
JULY 9, 2007

Call to Order

ADEQUATE NOTICE was given as follows: Notice was sent to the Star Gazette and Express Times. Notice was posted on the Municipal bulletin Board in the Township Administration building in Oxford Township, New Jersey and notice was filed with the Township Clerk.

ROLL CALL:
Members Present: Mayor Lazorisak, Mr. Niece, Dr. Yeager, Ms. Smorzaniuk,
Mr. Accetturo, Mr. Cratch, Ms. Accetturo, Mr. Calabrese, Mr. Ischinger
Members Absent: Mr. Williams
Also Present: Attorney M. Garofalo, Engineer M. Finelli

COMMUNICATIONS: None

MINUTES: Minutes will be submitted at the September 10, 2007 meeting.

ZONING OFFICER’S REPORT: May and June 2007 zoning reports.
The zoning officer submitted his report for May 2007.
Zero permits were denied, three permits were approved, multiple calls and questions.
The zoning officer submitted his report for June 2007.
Zero permits were denied, five permits were approved, multiple calls and questions.

COMPLETENESS ITEMS:
1. Dianas – Completeness review for a minor subdivision application with
variance relief for Block 2 Lots 13 and 13.03. The applicant did not appear
before the
board for completeness. Engineer M. Finelli briefly reviewed his report
dated July 6, 2007. Attorney M. Garofalo briefly addressed the relief required
for frontage. A motion to deem the application complete was made by Ms.
Smorzaniuk, seconded by Dr. Yeager, Vote: Smorzaniuk, Yeager, Niece,
Lazorisak, Mr. Acccetturo, Ms. Accetturo, Cratch, Calabrese, Ischinger, Ayes,
0 – Nay, 0 – Abstain, motion carried. The public hearing for this application
will be August 13, 2007.

2. Oxford Textile, Inc. – Completeness review for a minor subdivision application
for Block 33 Lots 4,37,38,39,40 and 41. The applicant was represented by
Engineer D. Mace and Attorney J. Zaiter. Engineer M. Finelli briefly reviewed
his report dated July 6, 2007. A motion to deem the application complete was
made by Ms. Smorzaniuk, seconded by Dr. Yeager,
Vote: Smorzaniuk, Yeager, Lazorisak, Mr. Accetturo, Ms. Accetturo, Cratch,
Calabrese, Ischinger – Ayes, 0 – Nay, 0 – Abstain, motion carried. The public
hearing for this application will be August 13, 2007.

DISCUSSION & PUBLIC HEARING ITEMS:
1. FLRD – Request for a one year extension for a preliminary major subdivision
application for Block 24 Lots 40 & 20. Ms. Accetturo stepped down from the
board at this time. Ms. Accetturo requested a one year extension from the
board for preliminary major subdivision approval previously granted.
Attorney M. Garofalo briefly addressed the request for the extension.
A motion to grant a one year extension was made by Dr. Yeager, seconded
by Ms. Smorzaniuk, Vote: Yeager, Smorzaniuk, Lazorisak, Ischinger, Cratch –
Ayes, 0 – Nay, 0 – Abstain, motion carried. Ms. Accetturo returned to the
board at this time.

2. Second Presbyterian Church – Use Variance application for the conversion
of the Parsonage building to office space. The church is located at 65
Washington
Avenue Block 5 Lot 5. The applicant was represented by Mr. Jon W. Mohr,
President and Elder of the Second Presbyterian Church. Mr. Mohr was sworn
in by Attorney M. Garofalo. Mr. Mohr testified this is a use variance
application
seeking board approval to use the Church parsonage as Church offices where
historically it has been used as a rental property. Mr. Mohr testified the
existing
parsonage has been used as a residence since 1873, but has been utilized for
Church offices as of 2007. Mr. Mohr testified the Church wishes to house
its offices within the parsonage as well as use the building for other Church-
related functions such as pastor counseling. Mr. Mohr testified there would
be no physical modifications to the building and there is ample parking.
PUBLIC COMMENT: No public comment was offered, the public hearing
was closed at this time.
Attorney M. Garofalo reviewed the application before the board.
A motion to approve was made by Dr. Yeager, seconded by Ms. Smorzaniuk,
Vote: Yeager, Smorzaniuk, Niece, Cratch, Ms. Accetturo, Calabrese – Ayes
0 – Nay, 0 – Abstain, motion carried.


PUBLIC COMMENT: No public comment was offered

MAYOR’S REPORT: None

VOUCHERS: April, May and June vouchers were submitted for payment and
approved.

ADJOURNMENT: 8:25 p.m.
