OXFORD TOWNSHIP
LAND USE BOARD MEETING
OCTOBER 5, 2009
Chairman D. Niece called the meeting to order at
7:05 p.m.
ADEQUATE NOTICE was given as follows: Notice was
sent to the Star Gazette and
Express Times. Notice was posted on the Municipal
bulletin board in the Township
Administration building in Oxford Township, New
Jersey, and notice was filed with
the Township Clerk.
ROLL CALL:
Members Present: Mr. Niece, Ms. May, Mr. Ischinger,
Ms. Smorzaniuk, Mr. Nyland
Members Absent: Mr. Williams, Dr. Yeager, Mayor
Lazorisak, Mr. Bray
Also Present: Attorney M. Garofalo
CORRESPONDENCE: None
MINUTES: Minutes of the September 14, 2009 meeting.
A motion to approve the minutes for the September
14, 2009 meeting was made by
Ms. May, seconded by Ms. Smorzaniuk, all ayes motion
carried.
Zoning Officer’s report: September zoning report.
The zoning officer submitted his report for
September 2009.
Two permits were issued zero permits were denied.
Multiple calls and questions.
DISCUSSION ITEMS:
1. Masterplan and Zoning discussion: Goals and
Objectives.
The Land Use Board discussed the following topics
for the Masterplan review at
their October 5, 2009 meeting.
The Masterplan must recognize compatibility with
other planning efforts, particularly
the Highland’s legislation.
Should the historic component of the Master Plan be
preserved and enhanced.
Do the industrial zones remain viable? The Land Use
Board will take a look at industrial
and light industrial zones and possibly re-zone
these areas. It appears much of the I
Zone
is encumbered by wetlands.
Is Oxford a likely community for development of a
continuing care facility?
Is there any reason to have a farmland preservation
component in the
Master Plan; and is there any reason to encourage
farmland preservation?
What farmland even exists in Oxford Township?
Should there be an open space component to the
Master Plan?
Does the Village Center remain a viable planning
goal?
Is there any viability to the R-120 Zone (three
acres) given sewer and water is
available in much of the zone?
Is there any need to have five different residential
zones given the availability
of land and the pace of development.
There should recognition in the Master Plan to the
amount of the land in the
Township that cannot be developed.
The current circulation element no longer appears to
be viable.
Remove provision for Lower Denmark connection to
Pequest Road.
What would be the appropriate zoning for the
“downtown triangle”?
Remove historic preservation for triangle.
There should be recognition in the Master Plan that
large portions of some zones
are not accessible by any road at all. What zoning
is appropriate for these areas?
Should not conflict with the adjoining Towns and
County Masterplans.
Long range plans for a planner and a request for
funding for the 2010 budget.
PUBLIC COMMENT: No public comment was offered.
MAYOR’S REPORT: None
VOUCHERS: A motion to approve vouchers submitted for
payment was made by
Mr. Ischinger, seconded by Ms. Smorzaniuk all ayes
motion carried.
ADJOURNMENT: 8:45 p.m.
With no further business before the board and no
public comment offered the meeting
was adjourned.
