LAND USE BOARD MEETING
AND JOINT COMMITTEE MEETING.
NOVEMBER 9, 2009

Chairman D. Niece called the meeting to order at 7:00 p.m.

ADEQUATE NOTICE was given as follows: Notice was sent to the Star Gazette and
Express Times. Notice was posted on the Municipal bulletin board in the Township
Administration building in Oxford Township, New Jersey, and notice was filed with
the Township Clerk.

ROLL CALL:
Members Present: Mayor Lazorisak, Mr. Calabrese, Mr. Niece, Ms. Smorzaniuk,
Mr. Ischinger, Ms. May
Members Absent: Mr. Bray, Mr. Nyland, Mr Williams, Dr. Yeager
Also Present: Attorney M. Garofalo, Engineer M. Finelli

CORRESPONDENCE: None

MINUTES: Minutes of the October 5, 2009 meeting.
A motion to approve the minutes from the October 5, 2009 meeting was made by
Ms. Ischinger, seconded by Mr. Smorzaniuk.
Vote: Smorzaniuk, Ischinger, Calabrese, Niece, May - Ayes, 0 - Nay, Lazorisak - Abstained,
motion carried.

ZONING REPORT: October 2009 zoning report.
The zoning officer submitted his report for October 2009.
One permit was issued zero permits were denied.
Multiple calls and questions.

Deputy Mayor Riley arrived at this time.
Mayor Lazorisak called the joint meeting to order at this time.

DISCUSSION ITEMS:
1. Draft Highlands Masterplan Element: Engineer M. Finelli explained this is not a public
hearing it is a public meeting with the township committee. Mr. Finelli explained the
Land Use Board is not required to take any action at this time. Mr. Finelli explained
he has been authorized by the township to move forward with the highlands
conformance
process. Mr. Finelli addressed his memo dated November 4, 2009 summarizing the
Status of Highlands Plan Conformance. Mr. Finelli stated the township has decided to
go
forward with the plan conformance process, all fees will be reimbursed by the State.
Mr. Finelli stated Module I and Module II have been completed, Mr. Finelli
reviewed the Land Use/Land Cover Map including the Oxford Textile site.


Mr. Finelli stated we have been proceeding with these modules and we are now
now getting towards the end of the process please take ten minutes and
read this, the deadline for the joint meetings is December the 8th. Mr. Finelli further
explained the process and the reason for this meeting to discuss the draft Highlands
Element of the Municipal Masterplan which is Module IV and has to be submitted
with a number of other documents. Mr. Finelli provided exhibit maps which were made
from existing data and part of the draft. Mr. Finelli stated the vast majority of this
Model Element was drafted from a template and our responsibility was to fill in
the blanks for Oxford Township. Mr. Finelli suggested the township committee move
forward with the resolution. Mayor Lazorisak stated concerns with Module IV
and suggested it be worked on at a future date. Mr. Finelli reviewed the Modules and
the process, and sites on the proposed map.

PUBLIC COMMENT: No public comment was offered.

RESOLUTION:
1. Resolution from the Township of Oxford submission of petition for plan conformance
to the Highlands Water Protection and Planning Council for Land in the Preservation
area. A motion to approve was made by Deputy Mayor Riley, seconded by Mayor
Lazorisak, all ayes motion carried. The joint meeting was concluded at this time of
the Township Committee and Land Use Board by motion of Mayor Lazorisak,
seconded
by Deputy Mayor Riley, all ayes motion carried.

PUBLIC COMMENT: No public comment was offered.

MAYOR’S REPORT: Mayor Lazorisak and Engineer M. Finelli reviewed the status of Oxwall.
Engineer M. Finelli stated sampling was currently being done at the site.

VOUCHERS: A motion to approve vouchers submitted for payment was made by
Mayor Lazorisak, seconded by Mr. Calabrese, all ayes motion carried.

ADJOURNMENT: 8:30 P.M.
With no further business before the board and no public comment offered the meeting
was adjourned.
