HIGHLANDS MEETING
MARCH 19, 2007

A special meeting of the Mayor and Township Committee of the Township of Oxford was held on March 19, 2007 in the Oxford Township Municipal Building, 11 Green Street, Oxford, New Jersey.

In attendance were Angelo Accetturo, (arrived at 4:20 PM), Alex Lazorisak, Bonnie Riley, Joseph Nalio, Michael Finelli, Michael Lavery and Sheila L. Oberly.

Mr. Lazorisak called the meeting to order at 4:10 PM and announced that the meeting had been properly advertised in compliance with the OPMA of 1975.

Mayor Lazorisak thanked everyone for coming and stated that the purpose of this meeting is to review with the Highlands Council our concerns, ideas, etc during the review period on the regional master plan. He thanked Chris Danis and Jeff LeJava of
the council for scheduling and attending this meeting.

Ms. Danis gave an overview of exactly where the Council is at this point. She said she is meeting with municipalities, and counties, during the comment period of the Regional Master Plan, gathering information and comments in writing, emails and during a series of public hearings. As of this date, there have been seven public hearings, the last public hearing, which is the eighth meeting scheduled will be on March 21st, at the Bernard
Township High School. This will be the last opportunity to speak in a public hearing format for the draft that was released. The Council will continue to have open meetings and to meet with municipalities. The next Highland Council meeting is March
22nd at which time the Council will consider whether to close the comment period on April 2nd, the originally scheduled cut off date or extend it to May 11, 2007.

The Land Use Capability Map has three colors-green, purple and brown. Oxford has two colors out of the three, one is the protection zone-that area has the greater resources identified regionally and the other area is both planning and preservation. The map was designed blind to the line-no municipal or county boundaries were used to construct this map. This map that is out now, the map that will finally get adopted will change during
the conformance process. Ms. Danis stated that in 2002, the Council recognized eighty-eight towns - 860,000 acres, shown on this map.

Jeff LeJava said that the first phase of the TDR program should be in place by the end of November. This first phase is so the property owner who is in a sending zone (preservation property owner) who is unable to develop, lost development potential
because of the act; can submit an application to the council to get a determination how many credits their property is entitled to. At that same time council will establish what a minimum credit value will be giving an idea what these credits may be worth.

Mr. Lazorisak opened the meeting to the public for questions. There being no questions, Mr. Lazorisak stated that the Committee will send their comments down to the Council.

The Committee thanked Chris Danis and Jeff LeJava for attending the meeting and answering all their questions.

Mr. Lazorisak informed the Committee that he met with the school board today and the proposed increase is $526,000. One reason is the tuition regarding Warren Hills Regional High School. Oxford Central School is billed on an estimated basis and
receives the actual bill three years later. They were averaging $9,800 per student and the actual cost per student was $10,400, plus missing were eleven to twelve students that
were never paid for. The actual cost they owe Warren Hills, plus cost for the additional students is around $250,000. The other estimated $250,000 is basically increases -$20,000 allowance to repair the existing roof-an increase in special education students, to hire an additional teacher and busing.

The school board will attend a meeting with Mr. Lazorisak and Oxford Textile, LLC to discuss what impact the construction of their property will be on the school system.

EXECUTIVE SESSION


WHEREAS, Section 8 of the Open Public Meeting Act, Chapter 231, P.L. 1975, permits the exclusion of the public from a meeting in certain circumstances, and

WHEREAS, this public body is of the opinion that such circumstances presently exist.

1. The public shall be excluded from the discussion of any action upon the hereinafter-specific subject matter.
2. The general nature of the subject matter to be discussed is a personnel matter with the minutes made available at such time the Township Committee determines there is no danger to the Township by disclosing those minutes.
3. It is anticipated at this time that the above stated subject matter will be made public at the conclusion of the litigation. The motion carried with the following roll call vote.

On motion by Mr. Lazorisak, seconded by Mr. Accetturo and passed unanimously on roll call vote to enter into Executive Session at 6:00 PM.

Mr. Lavery stated that the Committee entered into open session at 6:20 PM. where the committee discussed one attorney/client personnel matter and no official action was taken.

On motion by Mr. Lazorisak, seconded by Mr. Accetturo and passed unanimously on roll call vote to adjourn the meeting at 6:25 PM.
