TOWNSHIP MEETING
APRIL 1, 2009
The regular scheduled meeting of the Mayor and
Committee of the Township of Oxford
was held on April 1, 2009 in the Township Municipal
Building, 11 Green Street, Oxford,
New Jersey.
Mayor Angelo Accetturo announced that the meeting
had been properly advertised in
compliance with the OPMA of 1975 and called the
meeting to order at 6: 10 PM.
In attendance were N. Angelo Accetturo, Bonnie
Riley, William Bray (arrived 6:20 PM)
and Sheila L. Oberly.
RESOLUTION 2009-31
REFUNDING TAX SALE CERTIFICATE #497
THAT WAS REDEEMED
WHEREAS, the property owned by Ivory Lee and Betty
Ann Minnigan also
known as Block 33.02, Lot 9 located at 5 Van Nest
had unpaid 2007 Sewer Service
Charges and was sold at a Tax Sale held on July 21,
2008 by the Oxford Township Tax
Collector; and
WHEREAS, Frank Gallagher of 6 Blackwell Road,
Flemington, NJ 08822 was
the successful bidder of the above stated property;
and the amount of the Tax Sale
consisted of unpaid sewer service fees, interests
and other costs, and totaled $391.06 and
is represented by Tax Sale Certificate #497; and
WHEREAS, Laborers Legal Services paid $499.76 via
certified check to the
Oxford Township Tax Collector to satisfy the
outstanding Tax Sale Certificate on March
25, 2009 to redeem the certificate on behalf of
their client, Joao M. Cunha, who has
recently purchased the property from Deutschebank,
who had previously foreclosed on
the property from the Minnigans:
NOW, THEREFORE BE IT RESOLVED by the Mayor and
Township
Committee of the Township of Oxford on this 1st day
of April, 2009 that the Chief
Financial Officer be authorized to draw a check
payable to “Frank Gallagher” in the
amount of $499.76 for the redemption of Tax Sale
Certificate #497 and deliver the check
to the Tax Collector;
BE IT FURTHER RESOLVED that the Tax Collector be
directed to return the
satisfied Tax Sale Certificate to Laborers Legal
Services, 604-608 Market St, Suite 202,
Newark, NJ 07105-2911, attention Thomas J. Cotov.
RESOLUTION 2009-32
RESOLUTION OF THE GOVERNING BODY
WHEREAS, the Public Alliance Insurance Coverage Fund
is authorized by statue to
provide insurance coverage for local units of
government who are desirous of same;
WHEREAS, Oxford Township is a member of the Public
Alliance Insurance
Coverage Fund;
WHEREAS, N.J.S.A. 59:8-6 authorized public entities
to require information in
addition to that specified in N.J.S.A. 59:8-4 for
the proper investigation and/or resolution
of such claims; and
WHEREAS, the Public Alliance Insurance Coverage Fund
has recommended that
each of the participating public entities adopt and
approve a Notice of Tort Claim form in
the form attached to this resolution;
NOW, THEREFORE, BE IT RESOLVED by the Township of
Oxford that:
1. Oxford Township hereby adopts and approves the
attached Notice of Claim
form pursuant to N.J.S.A. 59:8-6;
2. Nothing in this resolution shall be construed as
invalidating any Notice of
Claim form authorized by Oxford Township and/or the
Public Alliance
Insurance Coverage Fund prior to the implementation
of this resolution.
RESOLUTION 2009-33
TOWNSHIP OF OXFORD
COUNTY OF WARREN
WHEREAS, regulations of the State of New Jersey
provide for the deferral of
school taxes in an amount not to exceed fifty
percent of the annual school tax levy when
such taxes are raised on a fiscal year basis (school
year July 1 through June 30); and
WHEREAS, said taxes subject to deferral have not
been requisitioned by or
paid to the school district; and
WHEREAS, it is the desire and intent of the
governing body of the Township
of Oxford, County of Warren, to avail the Township
of the deferral as permitted by
regulations promulgated by the Local Finance Board,
Division of Local Government
Services, New Jersey Department of Community
Affairs; and
WHEREAS, fifty percent of the school tax levy of the
Oxford School District is
$1,761,993.00
NOW THEREFORE BE IT RESOLVED that the Mayor and
Committee of
the Township of Oxford, County of Warren, hereby
authorize the Chief Financial Officer
of the Township to defer $1,761,993.00 of school
taxes as permitted by the
aforementioned regulation; and
BE IT FURTHER RESOLVED, that certified copies of
this resolution be
forwarded to the Chief Financial Officer of the
Township and the Director of the Division
of Local Government Services, Department of
Community Affairs.
RESOLUTION 2009-34
WHEREAS, the Township of Oxford desires to
anticipate as an item of general
revenue with prior written consent of the Director
of Local Government Services in the
amount of $915.71 and
THEREFORE, BE IT RESOLVED by the Governing Body of
the Township
of Oxford that the prior written consent of the
Director of Local Government Services be
requested to include as an item of general revenue
in the 2009 Budget under the
following caption:
Drunk Driving Enforcement Fund-2008 Reserve
BE IT FURTHER RESOLVED that TWO certified copies of

RESOLUTION 2009-35
WHEREAS, the Township of Oxford desires to
anticipate as an item of general
revenue with prior written consent of the Director
of Local Government Services in the
amount of $642.55 and
THEREFORE, BE IT RESOLVED by the Governing Body of
the Township
of Oxford that the prior written consent of the
Director of Local Government Services be
requested to include as an item of general revenue
in the 2009 Budget under the
following caption:
Alcohol Education & Rehabilitation Fund-2008 Reserve
BE IT FURTHER RESOLVED that TWO certified copies of
this Resolution
be forwarded to the Office of the Director of Local

WHEREAS, the Township of Oxford desires to

WHEREAS, the Township of Oxford desires to

WHEREAS, the Township of Oxford desires to

amount of $500.00 and
THEREFORE, BE IT RESOLVED by the Governing Body of

RESOLUTION 2009-41
WHEREAS, the Township of Oxford desires to
anticipate as an item of general
revenue with prior written consent of the Director
of Local Government Services in the
amount of $1,145.96 and
THEREFORE, BE IT RESOLVED by the Governing Body of
the Township
of Oxford that the prior written consent of the
Director of Local Government Services be
requested to include as an item of general revenue
in the 2009 Budget under the

BE IT FURTHER RESOLVED that TWO certified copies of

RESOLUTION 2009-42
WHEREAS, the Township of Oxford desires to
anticipate as an item of general
revenue with prior written consent of the Director
of Local Government Services in the
amount of $414,257.08 and
THEREFORE, BE IT RESOLVED by the Governing Body of
the Township
of Oxford that the prior written consent of the
Director of Local Government Services be
requested to include as an item of general revenue
in the 2009 Budget under the
following caption:
Prepaid School Tax
BE IT FURTHER RESOLVED that TWO certified copies of
this Resolution
be forwarded to the Office of the Director of Local
Government Services.
On motion by Mrs. Riley and seconded by Mr.
Accetturo to adopt Resolutions 2009-31
to Resolution 2009-42.
Mr. Accetturo read the following proclaiming May,
2009 as “Older American Month.”

PROCLAMATION
WHEREAS, it has become a tradition that the Month of
May is designed as Older
Americans Month, and
WHEREAS, the growing population of older adults is
making many
positive contributions to our municipality through
their efforts as volunteers and citizens;
and
WHEREAS, Oxford Township wishes to honor our older
adults for
their past and present contributions and encourage
them to remain in the mainstream of
life as they continue to play a vital role in our
society, and particularly in our
local community;
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and
Committee of the
Township of Oxford hereby proclaim May 2009 as OLDER
AMERICAN’S MONTH
in Oxford Township.
Mr. Accetturo read the following Proclamation
proclaiming April 28, 2009 as “Denim
Day” to urge citizens to provide their support to
help eliminate all forms of sexual
violence through education and community action.

PROCLAMATION
TOWNSHIP OF OXFORD
IN SUPPORT OF THE DOMESTIC ABUSE AND SEXUAL ASSAULT
CRISIS
CENTER OF WARREN COUNTY
WHEREAS, the mission of the Domestic Abuse & Sexual
Assault Crisis Center
is to support and empower those affected by domestic
violence and sexual assault and to
develop a community where there is no acceptance of
or tolerance for either; and
WHEREAS, the Domestic Abuse & Sexual Assault Crisis
Center of Warren
County provides services to all who identify
themselves as victims of domestic violence
and/or sexual assault; and
WHEREAS, this year the Domestic Abuse and Sexual
Assault Crisis Center of
Warren County is organizing “Denim Day in New
Jersey” to increase awareness and
knowledge in Warren County as well as raise funds
for the Domestic Abuse and Sexual
Assault Crisis Center; and
WHEREAS, on Tuesday April 28, 2009 businesses, and
students, churches and
individuals will be holding rallies, posting flyers,
raising funds and wearing denim in
support of this effort.
NOW, THEREFORE BE IT RESOLVED, that the Mayor and
Committee of
the Township of Oxford urge our citizens to provide
their support to help eliminate all
forms of sexual violence through education and
community action.
On motion by Mrs. Riley, seconded by Mr. Bray and
passed unanimously on roll call
vote to authorize the Mayor to sign the 2009
Municipal Alliance Contract in the amount
of $3,692.00.
On motion by Mrs. Riley, seconded by Mr. Accetturo
and passed unanimously on roll
call vote to approve a Blue Light application for
Joseph Rowe, a member of The Oxford
Volunteer Fire Department.
On motion by Mr. Accetturo, seconded by Mrs. Riley
and passed unanimously on roll
call vote to donate a “2009 Oxford Lake Season
Family Pass” to The Warren County
Technical School PTA for their Tricky Tray to be
held on April 24, 2009.
Resolution 2009-43 “Introducing the 2009 Budget” was
tabled until the next Township
Meeting to be held on April 15, 2009 at 6:00 PM.
Mrs. Riley will contact William Colantano, Municipal
Auditor with the questions that
were asked at the meeting this evening about the
2009 budget and ask him to attend the
April 15, 2009 meeting.
PUBLIC COMMENT
Peggy Niece of 19 Scranton Parkway stated that
people in the neighborhood is using the
township property behind her house as a racetrack.
There has been residents riding
ATV’s and racing go-carts on the property. She
showed the Committee debris that she
collected from this property-fire crackers, empty
liquor bottles and garbage. She is
concerned that the exhaust from the ATV’s will cause
a fire or someone will get injured.
Mrs. Riley said she would have Lou Acccetturo post
“No Trespassing” signs on the
property tomorrow.

RESOLUTION 2009-44
OPPOSITION TO GOVERNOR CORZINE’S FY 2010 STATE
BUDGET
WHEREAS, over the past seven years, New Jersey’s tax
burden has become so
oppressive that it is driving tens of thousands of
hard working middle class families out
of our state each year; and
WHEREAS, more than 230,000 people have left New
Jersey for more tax-friendly
states from 2002 to 2006 due to the ever increasing
cost of property taxes, and
WHEREAS, during the last seven years property taxes
on average have risen almost
55% statewide, and by 20% since Governor Corzine has
been in office, and
WHEREAS, this budget will further hurt property
taxpayers by reducing non-senior
homestead rebates for those earning between $50,000
and $75,000, and eliminating
rebates for those earning more than $75,000, and
WHEREAS, the property budget cuts municipal aid by
$31.2 million, which will put
additional pressure on local property taxes, and
WHEREAS, according to a leading economist the
enactment of the FY 2010 state
budget will cost the average taxpayer about $1,700 a
year, and
WHEREAS, Governor Corzine’s FY 2010 budget spends
too much of our hard
earned tax dollars; and when the $2 billion in
federal “stimulus” funds are included this
budget will exceed last year’s $32.8 billion, and
WHEREAS, since 2002, 104 new taxes have been
instituted, and this budget will
continue this trend, by increasing taxes on payroll,
income, cigarettes, alcohol, lottery
winnings and increasing DMV fees, for a total of $1
billion, and
WHEREAS, the governor’s budget cuts, particularly
his average 2% reduction in
municipal aid statewide, will further shift the tax
burden from the state to local property
taxpayers and make our state even more unaffordable;
and
WHEREAS, this budget is a collection of broken
promises and a total abandonment
of New Jersey’s middle class, and
THEREFORE BE IT REOLVED, that we voice our
objections to Governor
Corzine’s FY2010 State Budget and demand no
additional tax increases, an increase in
municipal aid and the re-instatement of the property
tax deduction.
On motion by Mr. Accetturo, seconded by Mrs. Riley
and passed unanimously on roll
call vote to adopt Resolution 2009-44.
EXECUTIVE SESSION
WHEREAS, Section 8 of the Open Public Meeting Act,
Chapter 231, P.L. 1975, permits
the exclusion of the public from a meeting in
certain circumstances, and
WHEREAS, this public body is of the opinion that
such circumstances presently exist.
1. The public shall be excluded from the discussion
of any action upon the
hereinafter-specific subject matter.
2. The general nature of the subject matter to be
discussed is: one
contractual- (shared police with Washington
Township), and a personnel
issue- (Police Matron Salary).
It is anticipated at this time that the above stated
subject matter will be made public at the
conclusion of the litigation. The motion carried
with the following roll call vote
On motion by Mr. Bray, seconded by Mrs. Riley and
passed unanimously on roll call
vote to enter into Executive Session at 7:15 PM.
At 6:55 PM, the Committee emerged from Executive
Session. Mr. Accetturo stepped
out of the room when 50 Wall Street was discussed
and Mr. Lavery stepped out when the
contractual issue was discussed in regard to share
police services with Washington
Township. No official action was taken.
At 8:45 PM, the Committee emerged from Executive
Session. No official action was
taken.
On motion by Mr. Bray, seconded by Mrs. Riley and
passed unanimously on roll call
vote to pay all the Bills listed on the Bill List of
April 1, 2009.
On motion by Mr. Bray, seconded by Mr. Accetturo and
passed unanimously on roll call
vote to adjourn the meeting at 8:50 PM.
