TOWNSHIP MEETING
MAY 6, 2009
The regular scheduled meeting of the Mayor and
Committee of the Township of Oxford was held on May
6, 2009 in the Township Municipal Building, 11 Green
Street, Oxford, New Jersey.
In attendance were Bonnie Riley, William Bray and
Sheila L. Oberly.
Everyone stood for the flag salute.
Deputy Mayor Bonnie Riley announced that the meeting
had been properly advertised in compliance with the
OPMA of 1975 and called the meeting to order at 6:
05 PM.
RESOLUTION 2009-45
REFUNDING TAX SALE CERTIFICATE #537
THAT WAS REDEEMED
WHEREAS, the property owned by John S. Lantvet, also
known as Block 37,
Lot 2 located at 16 Axford Ave. had unpaid 2008
sewer service charges and was sold at a Tax Sale
held on April 6, 2009 by the Oxford Township Tax
Collector; and
WHEREAS, Plymouth Park Tax Services, LLC of PO Box
2288, Morristown,
NJ 07962-2288 was the successful bidder of the above
stated property; and the amount of the Tax Sale
consisted of sewer service charges, interests and
other costs, and totaled $604.72 and is represented
by Tax Sale Certificate #537; and
WHEREAS, John S. Lantvet paid $616.81 on April 13,
2009 to the Oxford
Township Tax Collector to satisfy the outstanding
Tax Sale Certificate, and such
certificate #537 not yet having been issued;
NOW, THEREFORE BE IT RESOLVED by the Mayor and
Township
Committee of the Township of Oxford on this 6th day
of May 2009 that the Chief
Financial Officer be authorized to draw a check
payable to Plymouth Park Tax Services,
LLC in the amount of $616.81 for the redemption of
Tax Sale Certificate #537; and
BE IT FURTHER RESOLVED that a premium paid at tax
sale in the amount of
$2000.00 be also refunded to Plymouth Park Tax
Services, LLC at the same address.
RESOLUTION 2009-46
REFUNDING TAX SALE CERTIFICATE #507
THAT WAS REDEEMED
WHEREAS, the property owned by Barry & Marion M
Bergenback, also known
as Block 3, Lot 10 located at 83 Mine Hill Road had
unpaid 2008 sewer service charges
and was sold at a Tax Sale held on April 6, 2009 by
the Oxford Township Tax Collector;
and
WHEREAS, Plymouth Park Tax Services, LLC of PO Box
2288, Morristown,
NJ 07962-2288 was the successful bidder of the above
stated property; and the amount of the Tax Sale
consisted of sewer service charges, interests and
other costs, and totaled $371.31 and is represented
by Tax Sale Certificate #507; and
WHEREAS, Marion M Bergenback paid $378.74 on April
13, 2009 to the
Oxford Township Tax Collector to satisfy the
outstanding Tax Sale Certificate, and such
certificate #507 not yet having been issued;
NOW, THEREFORE BE IT RESOLVED by the Mayor and
Township
Committee of the Township of Oxford on this 6th day
of May 2009 that the Chief
Financial Officer be authorized to draw a check
payable to Plymouth Park Tax Services,
LLC in the amount of $378.74 for the redemption of
Tax Sale Certificate #507; and
BE IT FURTHER RESOLVED that a premium paid at tax
sale in the amount of
$600.00 be also refunded to Plymouth Park Tax
Services, LLC at the same address.

REFUNDING TAX SALE CERTIFICATE #526
THAT WAS REDEEMED
WHEREAS, the property owned by Sheldon & Vivian
Tindell, also known as
Block 31, Lot 21, C0008 located at 8 Cambridge East
had unpaid 2008 sewer service
charges and was sold at a Tax Sale held on April 6,
2009 by the Oxford Township Tax
Collector; and
WHEREAS, Plymouth Park Tax Services, LLC of PO Box
2288, Morristown,
NJ 07962-2288 was the successful bidder of the above
stated property; and the amount of the Tax Sale
consisted of sewer service charges, interests and
other costs, and totaled $299.35 and is represented
by Tax Sale Certificate #526; and
WHEREAS, Vivian Tindell paid $305.34 on April 15,
2009 to the Oxford
Township Tax Collector to satisfy the outstanding
Tax Sale Certificate, and such
certificate #526 not yet having been issued;
NOW, THEREFORE BE IT RESOLVED by the Mayor and
Township
Committee of the Township of Oxford on this 6th day
of May 2009 that the Chief
Financial Officer be authorized to draw a check
payable to Plymouth Park Tax Services,
LLC in the amount of $305.34 for the redemption of
Tax Sale Certificate #526; and
BE IT FURTHER RESOLVED that a premium paid at tax
sale in the amount of
$700.00 be also refunded to Plymouth Park Tax
Services, LLC at the same address.

REFUNDING TAX SALE CERTIFICATE #530
THAT WAS REDEEMED
WHEREAS, the property owned by Joseph Jr & Florence
Binkiewicz, also
known as Block 33.01, Lot 5 located at 11 Spring
Meadow had unpaid 2008 sewer
service charges and was sold at a Tax Sale held on
April 6, 2009 by the Oxford Township Tax Collector;
and
WHEREAS, 33 Somerset St, LLC of 7 Riveredge Drive,
Fairfield, NJ 07004-
1013 was the successful bidder of the above stated
property; and the amount of the Tax Sale consisted
of sewer service charges, interests and other costs,
and totaled $671.52 and is represented by Tax Sale
Certificate #530; and
WHEREAS, Joseph Binkiewicz, Jr. paid $684.95 on
April 15, 2009 to the
Oxford Township Tax Collector to satisfy the
outstanding Tax Sale Certificate, and such
certificate #530 not yet having been issued;
NOW, THEREFORE BE IT RESOLVED by the Mayor and
Township
Committee of the Township of Oxford on this 6th day
of May 2009 that the Chief
Financial Officer be authorized to draw a check
payable to 33 Somerset St, LLC in the
amount of $684.95 for the redemption of Tax Sale
Certificate #530; and
BE IT FURTHER RESOLVED that a premium paid at tax
sale in the amount of
$1000.00 be also refunded to 33 Somerset St, LLC at
the same address.
RESOLUTION 2009-49
REFUNDING TAX SALE CERTIFICATE #514
THAT WAS REDEEMED
WHEREAS, the property owned by Edward A. & Jacquelyn
Lindaberry, also
known as Block 24, Lot 75 located at 40 Zulauf Lane
had unpaid 2008 sewer service
charges and was sold at a Tax Sale held on April 6,
2009 by the Oxford Township Tax
Collector; and
WHEREAS, Stuart Lasher of PO Box 83, Milltown, NJ
08850-0083 was the
successful bidder of the above stated property; and
the amount of the Tax Sale consisted of sewer
service charges, interests and other costs, and
totaled $764.23 and is represented by Tax Sale
Certificate #514; and
WHEREAS, Edward A Lindaberry. paid $779.51 on April
15, 2009 to the
Oxford Township Tax Collector to satisfy the
outstanding Tax Sale Certificate, and such
certificate #514 not yet having been issued;
NOW, THEREFORE BE IT RESOLVED by the Mayor and
Township
Committee of the Township of Oxford on this 6th day
of May 2009 that the Chief
Financial Officer be authorized to draw a check
payable to Stuart Lasher in the amount of
$779.51 for the redemption of Tax Sale Certificate
#514; and
BE IT FURTHER RESOLVED that a premium paid at tax
sale in the amount of
$300.00 be also refunded to Stuart Lasher at the
same address.
RESOLUTION 2009-50
REFUNDING TAX SALE CERTIFICATE #534
THAT WAS REDEEMED
WHEREAS, the property owned by Jonathan & Angela
Templeton, also known
as Block 34, Lot 47 located at 34 Route 31 had
unpaid 2008 taxes and sewer service
charges and was sold at a Tax Sale held on April 6,
2009 by the Oxford Township Tax
Collector; and
WHEREAS, Park Finance, LLC of PO Box 109, Cedar
Knolls, NJ 07927 was the
successful bidder of the above stated property; and
the amount of the Tax Sale consisted
of taxes, sewer service charges, interests and other
costs, and totaled $2,756.67 and is represented by
Tax Sale Certificate #534; and
WHEREAS, Jonathan Templeton paid $2851.80 on April
15, 2009 to the Oxford
Township Tax Collector to satisfy the outstanding
Tax Sale Certificate, and such
certificate #534 not yet having been issued;
NOW, THEREFORE BE IT RESOLVED by the Mayor and
Township
Committee of the Township of Oxford on this 6th day
of May 2009 that the Chief
Financial Officer be authorized to draw a check
payable to Park Finance, LLC in the
amount of $2851.80 for the redemption of Tax Sale
Certificate #534; and
BE IT FURTHER RESOLVED that a premium paid at tax
sale in the amount of
$1200.00 be also refunded to Park Finance, LLC at
the same address.
RESOLUTION 2009-51
REFUNDING TAX SALE CERTIFICATE #538
THAT WAS REDEEMED
WHEREAS, the property owned by Arnold L Todd, also
known as Block 37, Lot
3 located at 18 Axford Avenue had unpaid 2008 sewer
service charges and was sold at a Tax Sale held on
April 6, 2009 by the Oxford Township Tax Collector;
and
WHEREAS, Plymouth Park Tax Services, LLC of PO Box
2288, Morristown,
NJ 07962-2288 was the successful bidder of the above
stated property; and the amount of
the Tax Sale consisted of taxes, sewer service
charges, interests and other costs, and
totaled $132.86 and is represented by Tax Sale
Certificate #538; and
WHEREAS, Donna Todd paid $132.86 on April 20, 2009
to the Oxford
Township Tax Collector to satisfy the outstanding
Tax Sale Certificate, and such
certificate #538 not yet having been issued;
NOW, THEREFORE BE IT RESOLVED by the Mayor and
Township
Committee of the Township of Oxford on this 6th day
of May 2009 that the Chief
Financial Officer be authorized to draw a check
payable to Plymouth Park Tax Services,
LLC in the amount of $132.86 for the redemption of
Tax Sale Certificate #538; and
BE IT FURTHER RESOLVED that a premium paid at tax
sale in the amount of
$600.00 be also refunded to Plymouth Park Tax
Services, LLC at the same address.
On motion by Mr. Bray and seconded by Mrs. Riley to
adopt Resolutions 2009-45 to
2009-51.
On motion by Mrs. Riley and seconded by Mr. Bray to
keep the sewer rates the same for 2009-2010 at
$175.00 per quarter for Oxford residents.
The Oxford Township Committee received a letter from
the Oxford Furnace Summer
Festival Committee asking permission to have their
third annual festival on Saturday,
August 8, 2009 with a rain date of August 9th and
fireworks to be held at dusk. The
festival will be held from 11 AM to 10 PM at the
Oxford Fire Department on Wall Street.
On motion by Mrs. Riley and seconded by Mr. Bray to
have the Oxford Summer Festival on August 8th, 2009,
with a rain date of August 9th.
Mr. Bray stated that he had met with the Oxford
Township School Board to review the
school budget to ask numerous questions about where
the budget could be cut. He said that all his
questions were answered and he did not find anything
that he could
recommend to be reduced. Mrs. Riley said she also
met with the school board and after reviewing the
budget in great detail and without cutting essential
services to the children, she could not find any
line items that could be cut.
RESOLUTION 2009-52
RESOLUTION CERTIFYING THE GENERAL FUND TAX LEVY FOR
THE OXFORD TOWNSHIP BOARD OF EDUCATION FOR THE
SCHOOL YEAR 2009-2010, BY THE GOVERNING BODY OF THE
TOWNSHIP OF OXFORD, COUNTY OF WARREN, STATE OF NEW
JERSEY
WHEREAS, the voters of the Township of Oxford in a
duly held election, did fail to
approve the General Fund Tax Levy Budget of the
Board of Education of the Township
of Oxford for the school year 2009-2010; and
WHEREAS, New Jersey Law requires the Governing Body
of the Township of Oxford,
after consultation with the Oxford Township Board of
Education, to determine the
amount which is necessary to be appropriated in such
budget and to certify to the County Board of
Taxation the total amount so determined; and
WHEREAS, the Governing Body of the Township of
Oxford has consulted with
representatives of the Township of Oxford Board of
Education, and has thereafter
determined the amount necessary to be appropriated;
NOW, THEREFORE, BE IT RESOLVED by the Governing Body
of the Township
of Oxford, County of Warren, State of New Jersey,
that the following determination is
hereby made:
1. The original tax levy on the ballot for the base
budget:
$3,234,572.00
2. The amount of reduction to the tax levy for the
base
budget:
-0-
3. The amount of tax levy being certified for the
base
budget:
$3,234,572.00
4.
Supporting reasons for reduction: Based upon a
review of all data
provided by the Board of Education, meetings with
representatives of
the Board of Education, a public hearing and
consideration of the
public need, it has been determined that no
reduction can be effectuated
without a reduction in programs or negatively
impacting upon the
education of the students.
5.
The revised budget is sufficient to provide a
thorough and efficient
education.
BE IT FURTHER RESOLVED that certified copies of this
resolution be
forwarded to the Township of Oxford Board of
Education, Superintendent of
the Warren Department of Education, and the
Administrator of the Warren
Board of Taxation.
On motion by Mrs. Riley and seconded by Mr. Bray to
approve Resolution 2009-52
Certifying the General Fund Tax Levy for the Oxford
Township Board of
Education for the School Year 2009-2010.
Mr. Bray will review information given to him by
Robert Magnuson, Superintendent of
Oxford School on sharing services in regard to
employee health care benefits, tek
management and bond attorneys.

PROCLAMATION
WHEREAS, it has come to the Oxford Township
Committee’s attention that Kathryn
Melberger will be ninety-six years “young” on May
19, 2009, and
WHEREAS, she is a lifetime resident of Oxford
Township, and
WHEREAS, the oldest resident living in Oxford
Township, and
WHEREAS, the Oxford Township Committee wishes to
honor her for past and present
contributions as she continues to play a vital role
in our society, and particularly in our
Township, and
NOW, THEREFORE, BE IT RESOLVED, that I, Deputy Mayor
Bonnie Riley of the
Township of Oxford hereby proclaim May 19, 2009 as:
“KATHRYN MELBERGER DAY”
IN WITNESS WHEREOF, I have hereunto set my hand this
eighth day of May in the
year of our Lord, two thousand and nine.
Mrs. Riley stated that today, the Township received
a bill for salt and grit from Warren
County. This bill brings the line item, “Building
and Grounds” over the budgeted amount for 2009. She
will review the budget to see where money
appropriated to another line item can be changed and
added to Building and Grounds. Mr. Bray stated he
still has questions on the budget and will call Mr.
Colantano to receive the answers. The Oxford
Township Committee tentatively will introduce the
budget on May 20, 2009.
PUBLIC COMMENT:
John Ronkowitz asked if there were any changes on
the ball fields. Mrs. Riley answered No; there have
been no changes. Mr. Bray answered that NJDEP has
issued a violation because the ball fields are
encroaching on a wetland buffer. The buffer is of a
specific width, and NJDEP believe that this habitat
exist on the property that would support endangered
species-doesn't matter if any is found, just that
the wetlands can support the species.
Diane Hooper suggested that when the budget gets
adopted, that it be posted on the
Oxford Township website. The clerk will provide a
copy to the Oxford School and they
will scan the budget and send it to Jean Paul to put
on the website.
A question was asked if there were any changes on
the Oxwall site. Mrs. Riley said that the Township
had a crew down on the site to get an estimate what
it would cost the Township to clean up the site. As
of today, no dollar amount has been received.
Mrs. Riley said that she has a list of all the
properties owned by the Township. Mrs.
Riley will talk to Rich Motyka, Tax Assessor to do a
property assessment on these Blocks and Lots. Mrs.
Riley said that it would cost approximately $1,000 a
parcel to do a tax title search on properties the
Township wants to foreclose on or reassign the tax
lien.
*Mr. Bray indicated that since no special meeting
was held to allow the public or the
Committee to pose questions to the nominees, he
would not entertain a vote on the
appointment.
The Republican Oxford County Committee will decide a
replacement for an Oxford
Township Committee person on May 7th.
Mrs. Riley said that May 14, 2009 would be the first
meeting with the Teamster Local
Union 469 in regard to the Department of Public
Works contract.
Mrs. Riley stated that on May 7, 2009, Dawn
Stanchina, CFO, Sheila L. Oberly,
Municipal Clerk and herself have scheduled a meeting
with an auditing firm to discuss
the fees to prepare the budget and an audit for
Oxford Township.

EXECUTIVE SESSION
WHEREAS, Section 8 of the Open Public Meeting Act,
Chapter 231, P.L. 1975, permits
the exclusion of the public from a meeting in
certain circumstances, and
WHEREAS, this public body is of the opinion that
such circumstances presently exist.
1. The public shall be excluded from the discussion
of any action upon the
hereinafter-specific subject matter.
2. The general nature of the subject matter to be
discussed is: one contractual
matter, (Police Contract).
On motion by Mrs. Riley and seconded by Mr. Bray to
enter into Executive Session at
6:59 PM.
At 7:15 PM, the Committee entered into open session
on motion by Mr. Bray and
seconded by Mrs. Riley.
On motion by Mrs. Riley and seconded by Mr. Bray to
pay all the bills listed on the May
6, 2009 Bill List except Deer Park in the amount of
$143.79.
Bob Magnuson, Superintendent of the Oxford Central
School thanked the Township
Committee for their support of the 2009 School
Budget.
On motion by Mrs. Riley and seconded by Mr. Bray to
adjourn the meeting at 7:20 PM.
