TOWNSHIP MEETING
JUNE 3, 2009


The regular scheduled meeting of the Mayor and Committee of the Township of Oxford was held on June 3, 2009 in the Township Municipal Building, 11 Green Street, Oxford, New Jersey.

In attendance were Alex Lazorisak, Bonnie Riley, William Bray and Sheila L. Oberly.

Everyone stood for the flag salute.

Mayor Alex Lazorisak announced that the meeting had been properly advertised in
compliance with the OPMA of 1975 and called the meeting to order at 6:00 PM.

Mr. Bray indicated at the beginning of the meeting, that he had to leave for a family
emergency.

Mr. Bray stated that he asked for the Kellner issue to be placed on tonight’s agenda. He stated that he would like to move forward and take the next step to clean up the property at 50 Wall Street. He suggested giving authorization to the professionals to do what needed to be done, not authorizing to spend any money but to just put together an outline or synopsis, stating the proper order and steps needed to clean up the property.

Mr. Lazorisak said that he asked Bill Colantano, Municipal Auditor what effect floating a
bond would cost the taxpayers. He submitted a spreadsheet to the Committee showing the impact on the tax rate. He also called Dave Roberts, of CMX and Mr. Lazorisak suggested having Mr. Roberts attend one of the next Township meetings to discuss this property.

Karen Lance, Tax Collector attended the meeting to explain and answer questions about holding an accelerated tax sale in December 2009. Mr. Lazorisak asked her to explain
the pros and cons of having this sale in December. One pro would be that having a tax sale in the same year would bring the collection rate to 100% and one con would be, that once the Township switches to an accelerated tax sale, every year thereafter the tax sale would be held in December. As per state law, you cannot switch to another date.

Mr. Bray stated that the Township should do everything possible to maximize our tax
collections to reduce the reserve for uncollected taxes.

Mr. Lazorisak said that he would have to review the pros and cons and tabled this
decision until the June 17, 2009 Township meeting.

Mr. Bray left the meeting at 6:50 PM.


RESOLUTION 2009-55

ASSIGN TAX SALE CERTIFICATE #540

WHEREAS, the Township of Oxford has accumulated many Tax Sale Certificates
that have been struck off to the municipality at Tax Sale due to the lack of bidders; and

WHEREAS, John R. LaFlamme of 9 Lisa Court, Oxford, NJ 07863 has agreed to
purchase at an assignment sale pursuant to NJSA 54:5-113, Tax Sale Certificate #540 for the total amount of $8,859.97; Block 38, Lot 14

NOW, THEREFORE BE IT RESOLVED ON THIS 3rd day of June 2009 by the
Mayor and Township Committee of the Township of Oxford that Tax Sale Certificate
#540 be assigned to John R. LaFlamme.

On motion by Mrs. Riley and seconded by Mr. Lazorisak to approve Resolution 2009-
55.

Resolution 2009-56 Liquor License Renewals will be tabled until June 17, 2009.

Jean Paul Reece’s contract was submitted to the Committee for their review for the
period from January 1, 2009 to December 31, 2009. Mrs., Riley talked to Mr. Reece and negotiated the contract for the same price as of 2008.

On motion by Mrs. Riley and seconded by Mr. Lazorisak to authorize the Clerk to sign
Jean Paul’s contact for the year 2009.

On motion by Mrs. Riley and seconded by Mr. Lazorisak to authorize the Mayor to sign a letter addressed to the Warren County Housing Program, Carol Lowy, Project Director
supporting the application being submitted by the County of Warren for small cities
housing rehabilitation funds to address substandard housing needs in various county
municipalities.

Mrs., Riley said that the Township Committee received a letter from Mansfield Township stating that they will be issuing a credit to the Township for the months of January and February 2009 in the amount of $1,881.68 in regard to the share court contract. Mrs. Riley said that this amount is a little more than what the Township has been billed by White Township.

PUBLIC COMMENT

Mrs. Reed asked the Committee to look into applying for a Safe Pathway grant offered to Townships by the State of New Jersey in order to hire one or two crossing guards to be stationed by the bike trail.

Mr. Lazorisak said that the Committee will continue to research this option and he will
talk to Lt. Lilly in the police department to get feedback from him and what the cost
would be for additional crossing guards.

Mrs. Riley said that the Township budgets for the years 2003-2008 is on the website
(www.oxfordnj.org). Mrs. Riley thanked the Oxford Central Township School for their
efficient and quick job of scanning the documents in order to put them on the Township’s website.

Mr. Phillips questioned how many workers are on the Department of Public Works and
how many hours the DPW are spending, working at the school. He asked if there is any calculation of the hours that is spent at the school. Mrs. Riley answered that Lou
Accetturo, Supervisor of the Road Department keeps a daily log of all projects, hours
worked and what employee worked on what project. Mrs. Riley said that an agreement
made approximately about seven years ago with the school stating that part of the road
department’s job is taking care of the school. At the time, it was agreed that the
Township DPW could do certain jobs cheaper than hiring an outside firm.

Loraine suggest having a “Charge Back System” showing how much time and money the Oxford School is paying for the Township workers.

Mrs. Hissim informed the Committee that there is high grass that needs to be cut at the intersection of Mt. Pisgah Avenue and Henry Street. Mrs. Riley said that the DPW was mowing grass today and she will tell Mr. Accetturo about the intersection.

Joan Mulligan stated that coming out of Lincoln and turning right from Scranton
Parkway, there is hedges hanging over into the street and can’t see to pull out of the road. Mrs. Riley will also tell Mr. Accetturo about this problem.

Mrs. Tayburn stated that she is having a problem with her neighbor in regard to a fence that was constructed on 111 Belvidere Avenue. Mr. Lazorisak said he would call the zoning officer to have him inspect the fence and do a follow-up investigation to see if all documents were filed correctly before the resident erected the fence.

Mrs. Riley said that she would be attending a meeting with Michael Finelli, Oxford
Textile and the Highland Council on Tuesday, June 9, 2009.

On motion by Mrs. Riley and seconded by Mr. Lazorisak to pay all bills listed on the Bill List dated June 3, 2009.

On motion by Mrs. Riley and seconded by Mr. Lazorisak to adjourn the meeting at 8:00
PM.
