OXFORD TOWNSHIP
WORKSHOP MEETING
FEBRUARY 20, 2007
The regular scheduled meeting of
the Mayor and Committee of the Township of Oxford
was held on February 20, 2007 in the Township
Municipal Building, 11 Green Street,
Oxford, New Jersey.
Mayor Lazorisak announced that the
meeting had been properly advertised in
compliance with the OPMA of 1975 and called the
meeting to order at 7:30 PM.
In attendance were Alex Lazorisak,
N. Angelo Accetturo, Bonnie Riley, and Sheila L.
Oberly.
EXECUTIVE SESSION
WHEREAS, Section 8 of the Open
Public Meeting Act, Chapter 231, P.L. 1975, permits
the exclusion of the public from a meeting in
certain circumstances, and
WHEREAS, this public body is of
the opinion that such circumstances presently exist.
1. The public shall be excluded
from the discussion of any action upon the
hereinafter-specific subject matter.
2. The general nature of the subject matter to be
discussed is a personnel
matter with the minutes made available at such time
the Township
Committee determines there is no danger to the
Township by disclosing
those minutes.
3. It is anticipated at this time that the above
stated subject matter will be
made public at the conclusion of the litigation. The
motion carried with
the following roll call vote.
On motion by Mr. Lazorisak,
seconded by Mr. Accetturo and passed unanimously on
roll call vote to enter into Executive Session at
7:35 PM to discuss a personnel matter.
The Committee emerged from
Executive Session and entered into open session at
7:45
PM. No official action was taken at this time.
Mr. Lazorisak introduced Vic
Camporine, Warren County Recycling Coordinator to
discuss the recycling program and educate everyone
on the recycling program.
Mr. Camporine stated that Warren
County is doing a lot of things that some of the big
counties do not do. The state mandates that each
municipality must submit to the state
a tonnage report. Joe Davis, Department of
Environment Protection is in charge of the
reports. To recycle is very important to the
environment, for example one ton of
newspaper saves seventeen trees. The Recycling
Coordinator for each municipality
checks with businesses to find out what the break
down is of what is being recycled and
the total tonnage. The more you recycle in every
municipality, the more grant money is
received for your town. Warren County is the only
county that has a recycling
coordinator in every school. .
In 2005, Warren County received
grant money in the amount of $10,000; the county
bought 1500 containers that were given to
municipalities, libraries and schools to
encourage recycling. They also bought signs for each
municipality, which are posted at
municipal buildings, libraries and schools that
state that they recycle.
Mr. Camporine stated that he holds
two seminars a year:
1. April 17th at 6:30 PM, a
tonnage report seminar for all municipal
coordinators at
the County Administration Building, Route 519,
Belvidere, NJ
2. April 24th at 8:30-9:30 AM at
the Warren Technical School, for all
municipalities and school recycling coordinators,
freeholders, government
officials, waste haulers and speakers to be
announced
Mr. Lazorisak said that the
Department of public works is now picking up the
township’s recyclables which should save the
township approximately $8,300 a year.
Mr. Accetturo stated that there is box placed at the
Public Works’ garage for people to
drop off their newspapers.
The Committee thanked Mr.
Camporine for attending our meeting.
Charles Lauziere, Oxford Township
School Board Member asked the Committee to
review the Oxford Township Central School’s sewer
bill. He stated that at this time
they are getting charged for eleven units and is
requesting a deduction to four units.
Lou Accetturo said that the units were set by The
Warren County Pequest River
Municipal Utility Authority. The bill for 2006 was
$7,700 and for 2007 - $8,800: an
increase of $1,100. Mr. Lauziere said that the
school uses about seven hundred fifty
gallons of water a day, times that by two hundred
days. Mr. Lauziere asked if any leaks
have been found in the lines.
Lou Accetturo said that all the
interceptor lines have been cleaned, jetted, and
cameras
were used. The report should be available next
Wednesday and to the best of his
knowledge, no major problems have been found. He
stated that it is very difficult to
find a leak in a sewer line with a camera.
The Committee will review the
formula and how much Belvidere High School and the
grade school is being charged and report back next
month at the workshop meeting.
Peggy Hissim reviewed the report
she gave to the Committee on all the calls that the
Oxford Emergency Squad answered in 2006.
Ms. Hissim asked to be informed of
any meetings scheduled in Oxford Township that
would have any impact on the Emergency Squad.
Erik Heller announced that last
month Peggy Hissim received the Citizen of the Year
Award from the Lion’s Club for her service to the
Fire Department and the Oxford
Emergency Squad. Out of the 604 calls for emergency
service, she personally made
475.
The Township Committee applauded her great service
and accomplishments.
Mr. Heller stated that the
Emergency Squad is still looking for land to build a
new
building as they have outgrown the current building.
The 1993 ambulance that is sitting
outside the building was give to Oxford by New
Vernon and is being used as a special
service vehicle. This vehicle is used for water
rescue, ice rescue and fire rehabilitation.
It is driven to all fire calls and rescue personnel
can get inside to get vitals checked
before going back into a fire or in any other
emergency situation. This vehicle is
equipped with air conditioning, heat, water, and
oxygen, etc. that is needed for the
volunteers.
Mr. Lazorisak stated that the
Committee is talking to Oxford Textile about
redevelopment and if the Squad is interested in
acquiring land for the Emergency Squad
building, now is the time to plan. Erik stated that
they would be interested in almost
any property that would be big enough to house all
the vehicles with easy access to and
from the building.
ORDINANCE 2007-01
AN ORDINANCE TO INCREASE THE LOCAL
GOVERNMENT CAP
LAW
NJS 40A:4-45.1 et seq TO THREE AND ONE-HALF PERCENT
OVER THE
PREVIOUS YEAR’S FINAL APPROPRIATIONS
WHEREAS, the Local Government Cap
Law NJS 40A;4-45.1 et seq., provides that in
the preparation of its annual budget, a municipality
shall limit any increase in said
budget to two and one-half percent (2.5%) unless
authorized by ordinance to increase it
to three and one-half percent (3.5%) over the
previous year’s appropriations, subject to
certain exceptions: and
WHEREAS, NJSA 40A:4-45.15a
provides that a municipality may, when authorized by
ordinance, appropriate the difference between the
amount of its actual final
appropriation and the three and one-half (3.5%)
percentage rate as an exception to its
final appropriations in either of the next two
succeeding years; and
WHEREAS, the Governing Body of the
Township of Oxford in the County of Warren
finds it advisable and necessary to increase its
2007 budget by up to three and one-half
(3.5%) over the previous year’s final
appropriations, in the interest of promoting the
health, safety and welfare of the citizens; and
WHEREAS, the Governing Body hereby
determines that a three and one-half percent
(3.5%)increase in the budget for said year,
amounting to $15,108.20 in excess of the
increase in final appropriations otherwise permitted
by the Local Government Cap Law,
is advisable and necessary.
WHEREAS, the Governing Body of the
Township of Oxford hereby determines that any
amount authorized hereinabove that is not
appropriated, as part of the final budget shall
be retained as an exception to final appropriation
in either of the next two succeeding
years.
NOW THEREFORE BE IT ORDAINED, by
the Governing Body of the Township of
Oxford, in the County of Warren, a majority of the
full authorized membership of this
governing body affirmatively concurring that, in the
2007 budget year, the final
appropriations of the Township of Oxford shall, in
accordance with the ordinance and
NJSA 40A:4-45.14 be increased by 3.5%, amounting to
$52,878.70 and that the 2007
municipal budget for the Township of Oxford be
approved and adopted in accordance
with this ordinance; and
BE IT FURTHER ORDAINED, that any
amount authorized hereinabove that is not
appropriated as part of the final budget shall be
retained as an exception to final
appropriation in either of the next two succeeding
years; and,
BE IT FURTHER ORDAINED, that a
certified copy of this ordinance as introduced be
filed with the Director of the Division of Local
Government Services within five (5)
days of introduction; and
BE IT FURTHER ORDAINED, that a
certified copy of this ordinance upon adoption,
with the recorded vote included thereon, be filed
with said Director within five (5) days
after such adoption.
NOTICE IS HEREBY GIVEN, that the
above entitled ordinance was approved on first
reading at a meeting of the Township Committee of
the Township of Oxford held on
February 20, 2007 at the Oxford Township Municipal
Building at 11 Green Street,
Oxford, New Jersey. Public Hearing concerning the
same will be held at a regular
meeting of the Mayor and Committee on March 21, 2007
at or near 7:30 PM at the
Oxford Township Municipal Building at which time all
persons both for and against
shall be given the opportunity to be heard
concerning the same.
Ordinance 2007-01 To Increase the
Local Government CAP Law was introduced on
motion by Mrs. Riley, seconded by Mr. Accetturo and
passed unanimously on roll call
vote.
ORDINANCE 2007-02
AN ORDINANCE APPROPRIATING
$8,200.00
FOR CAPITAL IMPROVEMENTS FOR THE
TOWNSHIP OF OXFORD, COUNTY OF WARREN, NEW JERSEY
BE IT ORDAINED BY THE MAYOR AND
COMMITTEE OF THE
TOWNSHIP OF OXFORD, COUNTY OF WARREN, NEW JERSEY, AS
FOLLOWS:
1. The sum of $8,200.00 is hereby
appropriated from the following:
$2,200.00 Acquisition of
Recreation Equipment
$6,000.00 Lake Improvements
For Capital Improvements as
follows:
$2,200.00 Acquisition of Recreation Equipment
$6,000.00 Lake Improvements
2. The following additional
matters are hereby determined, declared, recited
and stated:
(a) The said purpose described in
1 of this ordinance is not a current
expense and is a property or improvement, which the
Township may
lawfully acquire or make as a general improvement.
(b) The period of usefulness of
said purpose, within the limitations of
said Local Bond Law, according to the reasonable
life thereof, is ten
(10) years.
(c) A supplemental debt statement
is not required by said Law.
3. The Capital Budget of the
Township is hereby amended to conform with the
provisions of this ordinance to the extent of any
inconsistency herewith and
the resolutions promulgated by the Local Finance
Board showing all detail of
the amended capital budget and capital program as
approved by the Director,
Division of Local Government Services, are on file
with the Township Clerk
and are available for public inspection.
4. The ordinance shall take effect
20 days after the first publication thereof
after final adoption, as provided by law.
Ordinance 2007-02 Appropriating
$8,200. For Capital Improvements was introduced
on motion by Mr. Accetturo, seconded by Mrs. Riley
and passed unanimously on roll
call vote.
RESOLUTION 2007-19
LIEN REDEMPTION
WHEREAS an interested party has
paid to the Tax Collector the amount necessary to
redeem the lien on Block 24, Lot 81 and,
WHEREAS, it is the desire of the
Tax Collector to refund to the lien holder the
redemption amount,
NOW THEREFORE BE IT RESOLVED by
the Mayor and Committee of the
Township of Oxford that the redemption amount of
$43,404.27, known as Tax Sale
Certificate #418, be refunded to the lien holder,
Data Ventures I LLC.
Resolution 2007-19 Lien Redemption
Block 24, Lot 81-$43,404.27 was approved on
motion by Mrs. Riley, seconded by Mr. Accetturo and
passed unanimously on roll call
vote.
On motion by Mr. Accetturo,
seconded by Mrs. Riley and passed unanimously on
roll
call vote, to authorize the Mayor to sign the 2007
Warren County Public Safety
Contract.
On motion by Mr. Accetturo,
seconded by Mrs. Riley and passed unanimously on
roll
call vote to sign a contract with Great Blue Lake
and Pond Management.
Mr. Lazorisak will call Chris
Danis of The Highlands Council to set up a meeting
in
March with the Council and the Township Committee to
discuss the Regional Master
Plan.
Lou Accetturo stated that there is
a problem at the sewer pump-station in Spring
Meadows that needs to be corrected. He said there is
a lot of infiltration coming around
the pipe, which needs to be dug up, regrouted and
sealed off to stop the flow from
coming in. Thomas Bartha of Bartha Excavating and
Bill Gleda from Finelli’s office
will examine the problem tomorrow and decide what
cost and what repairs need to be
done. Mrs. Riley, Mr. Lazorisak and Lou will meet
tomorrow to review the problem at
the pump station.

On motion by Mr. Accetturo, seconded by Mr.
Lazorisak and passed unanimously on
roll call vote to pass all the additional bills
listed on the bill list for February 2007.

roll call vote to adjourn at 11:20 PM.
