OCTOBER 16, 2007

The regular scheduled workshop meeting of the Mayor and Committee of the Township of Oxford was held on October 16, 2007 in the Township Municipal Building, 11 Green Street, Oxford, New Jersey.

Mr. Lazorisak announced that the meeting had been properly advertised in compliance with the OPMA of 1975 and called the meeting to order at 7:40 PM.

In attendance were Alex Lazorisak, N. Angelo Accetturo and Sheila L. Oberly. Bonnie Riley was absent.

Mr. Lazorisak stated that he had a conference call with Mr. Lavery and Mr. Finelli in regard to the test results on homeowner’s wells. Mr. Lavery suggested that the results should be given to each homeowner first before the Township releases the test results. The Township has received forty-seven well test results to date. If a homeowner calls, the Clerk was authorized to give that person his/her result. Each homeowner will be notified of their results that have been given to the Township from Q.C. Labs.

Mr. Lazorisak said that he has been in touch with the New Jersey Department of Environmental Protection and he was told there are four potential reasons for arsenic contaminated wells. At this time it is too broad to start guessing. Mr. Finelli is compiling a map pinpointing the areas where arsenic was found in the wells. When he receives all the results from QC Labs, this map will be available to the public.

On October 22, 2007, Mr. Lazorisak will meet with officials from New Jersey American Water Company. Also, tomorrow night at the Township meeting, Kevin Cavotta, Environmental Health Specialist from the Warren County Health Department will be in attendance to answer any questions from the residents.

Mr. Bray asked how many wells out of the 47 came back over the New Jersey limit of 5.0? Mr. Lazorisak stated that out of the forty-seven results, four have tested positive over 5.0mg/1. In this batch the readings were 6.2mg/1; 6.6mg/1; 8.6mg/1 and 37.0mg/1.
At this point, none of the results are higher than the results that were found on Upper Denmark Road.

Mr. Lazorisak informed the Committee that after the first report of arsenic, he met with Mr. Finelli, and for three days put together a water resource map- basically a map of the entire township with every lot and block. Then they met with NJ. American Water Company, laid out all the water lines within the Township, all the properties supplied by town water. After the results come back on the wells, Mr. Finelli will mark it on the map-this will show where the wells are coming up positive and negative. There have been one hundred thirty samples distributed. If the Township find certain areas coming up positive, the Warren County Health Department or the Township might go back to that area and have the entire street tested.
The first one hundred water samples were distributed to get information to determine if this is an overall problem or an isolated problem. Mr. Lazorisak said that he has talked to NJDEP and was told that there is emergency money available for situations like this to help municipalities run water lines and to deal with the water companies. Mr. Lazorisak stated that he has a problem with the utility company expecting the municipality or the homeowner to pay the cost of running the line when the utility company is getting the money and profit from the water and also it is not fair to the rest of the taxpayers in town.

ORDINANCE 2007-09 Acquisition of Real Property, Block 6, Lot 13 and 14, second reading, public hearing was tabled until October 18, 2007, on motion by Mr. Lazorisak, seconded by Mr. Accetturo.

RESOLUTION 2007-59 Fixing Salaries of Certain Employees was tabled until October 18, 2007.



RESOLUTION 2007-60

REFUNDING TAX SALE CERTIFICATE #446
THAT WAS REDEEMED


WHEREAS, the property owned by John K Murray, Jr & Linda Murray known as Block 1.01, Lot 48 located at 92 Mine Hill Road had unpaid 2004 sewer service charges and was sold at a Tax Sale held on November 28th, 2005 by the Oxford Township Tax Collector; and

WHEREAS, Crusader Servicing Corporation of 179 Washington Lane, Jenkintown, PA 19046 was the successful bidder of the above stated property; and the amount of the Tax Sale consisted of unpaid sewer service charges, interests and other costs, and totaled $686.60 and is represented by Tax Sale Certificate #446; and

WHEREAS, Countrywide Tax Services paid $4,434.84 on September24th, 2007 to the Oxford Township Tax Collector to satisfy the outstanding Tax Sale Certificate, subsequent taxes, and delinquent taxes;

NOW, THEREFORE BE IT RESOLVED by the Mayor and Township Committee of the Township of Oxford on this 16th day of October 2007 that the Chief Financial Officer be authorized to draw a check payable to Crusader Servicing Corporation in the amount of $4,434.84 for the redemption of Tax Sale Certificate #446

BE IT FURTHER RESOLVED that the Tax Collector be directed to return the satisfied Tax Sale Certificate to Countrywide Tax Services at 2375 Glenville Dr., Bldg A, MS:RGV-A-24 Richardson, TX 75082.

On motion by Mr. Accetturo and seconded by Mr. Lazorisak to adopt Resolution 2007-60 Refunding Tax Certificate #446.

The Township received a letter from Robert Magnuson, Chief School Administrator of Oxford Township School in regard to the traffic patterns in the Spring Meadow development. He stated in his letter that he has received numerous calls from residents about the high speed that cars are going when entering and exiting Van Nest. There are two bus stops at this location and he would like the Township to investigate placing stop signs at the intersection of Van Nest/Shippen Ridge and Spring Meadow.

The Committee forwarded the letter to Lt. Charles Lilly, Oxford Police Department and Mr. Michael Finelli, Township Engineer to review.

On motion by Mr. Lazorisak and seconded by Mr. Accetturo to move James Williams from Alternate II to Alternative I on the Oxford Township Land Use Board and to appoint Loraine May to Alternative II.

The Committee reviewed the October, 2007 bills and withheld the following bills for payment:

Pollution Control Finance Authority 737.10

On motion by Mr. Lazorisak and seconded by Mr. Accetturo unanimously on roll call vote to pay the remainder of the October 2007 bills listed on the Bill List.

On motion by Mr. Lazorisak and seconded by Mr. Accetturo unanimously on roll call vote to adjourn at 9:25 PM.
