WORKSHOP MEETING
MARCH 4, 2008
The regular scheduled workshop meeting of the
Mayor and Committee of the Township of Oxford
was held on March 4, 2008 in the Township
Municipal Building, 11 Green Street, Oxford, New
Jersey.
Mayor Riley announced that the meeting had been
properly advertised in compliance with the OPMA
of 1975 and called the meeting to order at 6:30
PM.
In attendance were Bonnie
Riley, N. Angelo Accetturo, William Bray, and
Sheila L. Oberly.
Bill Colantano stated that
things have changed from the last budget
meeting; Oxford is going to lose $124,000 in
revenue from the State of New Jersey.
Mr. Colantano
informed the Committee that he has prepared the
2008 budget with a no tax increase by using some
of the surplus. Mr. Colantano stated that each
$24,000 equals one cent.
The Committee
scheduled the introduction of the budget to be
held at the Township meeting on March 19, 2008
at 6:00 PM. and public hearing/adoption of the
budget will be on April 16, 2008.
Mr. Colantano stated that the Committee should
contact the people in Trenton to get the budget
defeated or at least turned around in order to
get this money returned to the Township.
Mr. Bray said that he
attended a meeting with the Warren-Morris
Council of Governments (COG) in regard to share
services between Townships.
This Committee
voted to ask the Governor to set that money
aside to help fund share service agreements.
Mr. Bray said that
the Council has asked Oxford to join them.
The only cost at
this time would be a $30.00-$40.00 cost to
maintain the group’s website in order to share
questions and information with other
municipalities.
Mrs. Riley stated that Oxford Township has had
shared services for years with Belvidere and
White Township on various items.
Mr. Accetturo left the meeting at 7:35 PM.
Mr. Bray said he contacted
N.J. American Water Company to ask how they
share information with other utilities that base
sewer billing based on water usage.
He received some of
the information from NJ American Water Company
and will compare the usage to what the Township
is billing for sewer.
For example in the
Cambridge and downtown area, there is quite a
difference in the amount of water that different
homes are using.
Mr. Bray stated in regard
to share courts-Belvidere has reached out to
Mansfield and are discussing whether to have one
super mega court with would include, Belvidere,
White, Mansfield, Oxford and Washington
Township.
There are more
meetings planned in the future to discuss
consultation of municipal courts.
On motion by Mrs. Riley and seconded by Mr. Bray
to approve the Oxford Township Parent Teacher’s
Organization Bingo for April 17, 2008.
RESOLUTION 2008-28
REFUNDING LEGAL FEES
AND INTEREST FOR
TAX SALE CERTIFICATES #422 AND #463
THAT WERE REDEEMED
WHEREAS,
the property owned by Cambridge at Oxford, then
by MNV Holdings, Inc. and now by DGC Management
Corp, known as Block 34, Lot 51 located at 42
Axford Ave had two Tax Sale Certificates on it,
namely #422, dated November 19, 2002 and #463,
dated July 10, 2006, both held by Sass Muni IV,
LLC as lien holder; and
WHEREAS,
Eugene De Nagel of DGC Management Corp, of 71
Catskill Court, Belle Mead, NJ 08502 paid
$3648.00 on November 14, 2007 to redeem both
liens with interest calculated to the Township
Committee meeting of December 12, 2007, he
declined to pay the legal fees at that time and
requested a court order for the same requiring
him to do so; and
WHEREAS,
in anticipation of such a court order, DGC
Management paid $1058.94 on January 11, 2008,
namely, the $937.00 for the legal fees in
question, and also $121.94 as additional
interest for the two Tax Sale Certificates from
December 12, 2007 until the Township Committee
meeting date of February 20, 2008, when the two
Certificates were actually redeemed; and
WHEREAS,
the law offices of Honig and Greenberg, LLC on
behalf of the lien holder have petitioned the
court for this court order and did receive a
judgment requiring DGC Management to pay these
funds, and Sass Muni IV, LLC has relinquished
ownership of the two Certificates;
NOW, THEREFORE BE
IT RESOLVED by the
Mayor and Township Committee of the Township of
Oxford on this 4th
day of March, 2008 that the Chief Financial
Officer be authorized to draw a check payable to
US Bank/MD SASS in the amount of $1,058.94 for
the refund of legal fees and interest, and
BE IT FURTHER
RESOLVED that the
Tax Collector be directed to return the
satisfied Tax Sale Certificates to DCG
Management, LLC. at 71 Catskill Court, Belle
Mead, NJ 08502
On motion by Mrs. Riley
and seconded by Mr. Bray to approve

Mr. Accetturo returned at 8:35 PM.
The Clerk will put a notice in the Riverbend
Advertiser notifying all residents that the last
date to pick up and return all water samples
will be April 4, 2008.
Lou will go to Home Depot
and Lowe’s to get prices for a mailbox to be
erected in front of the municipal building for
mail delivery.
Mrs. Riley stated that she
talked to Mr. Finelli yesterday regarding the
information on the grant application for
remediation of the ball fields.
The fee for the
application is $500.00 but he said before he
completes the application, he would get a free
estimate from Ron Meloskie and Archer and Archer
of what the soft costs would be.
Mr. Finelli will
have this estimate at the next meeting on March
19, 2008.
On motion by Mr. Bray,
seconded by Mrs. Riley and passed unanimously on
roll call vote to hire Barbara Riethmuller, as
Lake Director to work Saturday and Sunday for
$100.00 per day.
She would be
responsible to hire lifeguards, schedule all the
employees, do all the food ordering and oversee
the entire operation of the 2008 season of the
Oxford Furnace Lake.
Mr. Bray suggested that the Township hold two
meetings per month: a workshop on the first
Tuesday of each month, a regular meeting on the
third Wednesday and to drop the workshop meeting
held on the Tuesday before the regular meeting.
Mrs. Riley will write a letter to Stuart Kellner,
owner of Oxwall to ask him to attend the
Township meeting held on March 19, 2008 at 6:00
PM in the Oxford Municipal Building to discuss
the timeline of the cleanup of the 50 Wall
Street.
Mrs. Riley submitted to the Committee the Oxford
Furnace Lake Dock Replacement estimate.
Installation of 14 steel
pilings and construction of superstructure only.
$10,500.00
(deck and railing to be constructed by others)

total), deck and railing with treated wood.
$22,000.00
Piling construction (14
total), deck and railing with composite material
$26,300.00
The Committee will discuss at a later date the
cost to be added to the 2008 budget to repair
the dock.
Mrs. Riley said she is
getting prices to sell the two silos that are on
the Township’s property.
She stated that she
found out that a person just bought one in
Asbury, took it down, put it back up on his
farm, put new cement down for the base and the
cost was $20,000.
A new silo costs
around 37,000.
She will keep the
Committee up to date on the progress.
On motion by Mrs. Riley, seconded by Mr.
Accetturo and passed unanimously on roll call
vote to adjourn the meeting at 9:45 PM.
