WORKSHOP MEETING
JUNE 5, 2008
The regular scheduled workshop meeting of the Mayor
and Committee of the Township of Oxford was held
on June 5, 2008 in the Township Municipal Building,
11 Green Street, Oxford, New Jersey.
Mrs. Riley announced that the meeting had been
properly advertised in compliance with the OPMA of
1975
and called the meeting to order at 6:15 PM.
In attendance were Bonnie Riley, N. Angelo Accetturo,
William Bray, and Sheila L. Oberly.
The Committee reviewed the May 2008 bills.
Mr. Bray stated that parts of the existing Master
Plan from the year 2000, needs to be revised and
updated due to circumstances that have happened and
changed since 2000. He suggested that the best
course of action to begin this process is to have
public meetings at the Oxford School- have a
community dialogue, where the general public would
throw out ideas stating what they would like to see
downtown on the Oxford Tech site. Mr. Accetturo
stated that the residents in town at this time just
want the property “cleaned up.”
Bill Griffett stated that he talked to Mr. Kellner
and an asbestos crew was on the property today. He
said that the approximate cost just to clean up the
site is approximately $300,000 to $400,000 just to
tear down all the buildings.
Mr. Chaballa attended the meeting to discuss the
fees involved with hooking up to New Jersey American
Water Company on Pequest Road. He notified the
Committee that the State through the “Spill Fund”
will
not pay for certain charges. The state will pay the
homeowner for their well to be sealed and the
cost of the plumber at a cost of $1,900.00.

On motion by Mrs. Riley, seconded by Mr. Accetturo
and passed unanimously on roll call vote to waive
the fee for the street opening permit for residents
that has arsenic in their wells and are hooking up
to public water and to amend the ordinance stating
that.
The Committee received a letter from Don Niece,
resigning from the PRMUA board as Oxford’s
representative. Mr. Accetturo suggested writing a
letter to the Warren County Freeholders asking for
a 30-day extension to submit some recommendations to
them. The Committee agreed to table this until
the next Township meeting on June 18, 2008.
RESOLUTION 2008-51
APPROVAL TO SUBMIT A GRANT APPLICATION AND EXECUTE A
GRANT AGREEMENT WITH THE NEW JERSEY DEPARTMENT OF
TRANSPORTATION FOR THE BUCKLEY AVENUE WIDENING AND
RESURFACING PROJECT.
WHEREAS, Township of Oxford, County of Warren, State
of New Jersey, has given Finelli Consulting
Engineers the approval to submit this grant
application on behalf of the Township of Oxford,
WHEREAS, the Committee of Oxford Township, County of
Warren, State of New Jersey formally approves the
grant application for the above stated project,
NOW, THEREFORE BE IT RESOLVED, the Mayor and Clerk
are hereby authorized to submit an electronic grant
application identified as MA-2009-00202 to the New
Jersey Department of Transportation on behalf of
Oxford Township
BE IT FURTHER RESOLVED, that the Mayor and Clerk are
hereby authorized to sign the grant agreement on
behalf of Oxford Township and that their signatures
constitutes acceptance of the terms and conditions
of the grant agreement and approves the execution of
the grant agreement.
On motion by Mr. Bray, seconded by Mr. Accetturo and
passed unanimously on roll call vote to approve
Resolution 2008-51 Execute a Grant Agreement with
NJDOT for the Buckley Avenue Project.
RESOLUTION 2008-52
RESOLUTION OF THE TOWNSHIP OF OXFORD, COUNTY OF
WARREN, STATE OF NEW JERSEY, EXTENDING THE
REDEVELOPMENT AGREEMENT WITH OXFORD MILL, L.L.C. FOR
AN ADDITIONAL SIX MONTHS
WHEREAS, the Township of Oxford has heretofore
entered into a Redevelopment Agreement with Oxford
Mill, LLC, dated May 16, 2007; and
WHEREAS, said Agreement required Oxford Mill to,
among other things, submit a preliminary
concept plan within 180 days of the aforesaid date
of the Agreement; and
WHEREAS, the Township agreed on or about November
17, 2007 to extend the time for Oxford Mill
to submit a revised preliminary concept plan to May
16, 2008; and
WHEREAS, on May 19, 2008, representatives for Oxford
Mill requested that the aforesaid
deadline be extended for an additional 180 days, to
wit, May 16, 2008 to November 16, 2008; and
WHEREAS, the governing body for Oxford Township
agreed to extend said deadline.
NOW THEREFORE BE IT RESOLVED by the Township
Committee of the Township of Oxford that the time
the redeveloper, Oxford Mill, shall be required to
submit a revised preliminary concept plan for the
project consistent with the redevelopment plan be
again extended from May 16, 2008 to November 16,
2008.
On motion by Mr. Accetturo, seconded by Mrs. Riley
and passed unanimously on roll call vote to approve
Resolution 2008-52 Extending the Redevelopment
Agreement with Oxford Mill, LLC. For an Additional
Six
Months.
ORDINANCE 2008-06
AN ORDINANCE FIXING THE SALARY RANGES FOR CERTAIN
OFFICERS AND EMPLOYEES OF THE TOWNSHIP OF OXFORD
Be It Ordained by the Mayor and Committee of the
Township of Oxford, County of Warren State of
New Jersey as follows, until a subsequent salary
ordinance is adopted:
Section 1. The salary ranges per annum for the
following officers and employees of the Township of
Oxford shall be as follows:

Section 2. All salary ranges above shall be
retroactive to January 1, 2008.
Section 3. Any ordinance of part of ordinance
inconsistent herewith is hereby repealed.
On motion by Mr. Bray, seconded by Mrs. Riley and
passed unanimously on roll call vote to adopt
Ordinance 2008-06 Fixing Salary Ranges for Certain
Employees on first reading.
The Committee received a letter from State of New
Jersey, Department of Environmental Protection
stating that the Township does not have the required
Sanitary Collection System Licensed-Operator-In-
Charge. The Clerk sent the paperwork to Michael
Spillane to complete. Mr. Spillane wrote a letter
stating that DEP did not renew his wastewater
license. The Committee will decide at the next
Township
meeting on June 18th the next steps to take,
regarding how to acquire this license and/or an
operator.
The Committee reviewed the bills and on motion by
Mr. Accetturo, seconded by Mr. Bray and passed
unanimously on roll call vote to pay all the bills
listed on the May Bill List except the following
bills:
Washington Collision $4,098.53
PCFA $2,072.40
The Committee discussed the permitted business uses
in the Code Book under Ordinance 95-15. The
Committee will review and discuss at the next
meeting on June 18th.
EXECUTIVE SESSION
WHEREAS, Section 8 of the Open Public Meeting Act,
Chapter 231, P.L. 1975, permits the exclusion of
the public from a meeting in certain circumstances,
and
WHEREAS, this public body is of the opinion that
such circumstances presently exist.
1. The public shall be excluded from the discussion
of any action upon the hereinafter-specific
subject matter.
2. The general nature of the subject matter to be
discussed is: three contractual matters, (PBA
Contract and Shared Courts and Regional Police
Department.)
3. It is anticipated at this time that the above
stated subject matter will be made public at the
conclusion of the litigation. The motion carried
with the following roll call vote.
On motion by Mr. Bray, seconded by Mr. Accetturo and
passed unanimously on roll call vote to enter
into Executive session at 8:50 PM. No official
action was taken.
On motion by Mr. Bray, seconded by Mr. Accetturo and
passed unanimously on roll call vote to enter
into open session at 9:35 PM.
On motion by Mr. Bray, seconded by Mr. Accetturo and
passed unanimously on roll call vote to hire
Judge Edward Palmer for a salary of $700.00 per
court session for the Oxford Township Municipal
Court.
On motion by Mrs. Riley and seconded by Mr. Bray to
name Lou Accetturo as the Indoor Air Quality
Controller. Mr. Accetturo abstained.
On motion by Mr. Accetturo, seconded by Mr. Bray and
passed unanimously on roll call vote to adjourn
the meeting at 9:45 PM.
