WORKSHOP MEETING
OCTOBER 7, 2008

The regular scheduled workshop meeting of the Mayor and Committee of the Township of Oxford was held on October 7, 2008 in the Township Municipal Building, 11 Green Street, Oxford, New Jersey.

Mrs. Riley announced that the meeting had been properly advertised in compliance with the OPMA of 1975 and called the meeting to order at 6:18 PM.

In attendance were Bonnie Riley, N. Angelo Accetturo, William Bray and Sheila L. Oberly.

The Committee reviewed the bills on the Bill List for the month of September.

Mrs. Riley introduced a proclamation, proclaiming November 2, 2008 at “Displaced Homemaker Awareness Day.” NORWESCAP is having a 5K walk or run at Meadow Breeze Park on Sunday, November 2nd from 9:00 Am to Noon, to gain attention to displaced homemakers.


PROCLAMATION

DISPLACED HOME MAKER AWARENESS DAY


WHEREAS, displaced homemakers are members of our community who have lost their primary means of financial support due to the death of disability of a spouse, divorce, or separation, and

WHEREAS, displaced homemakers require quality training and education necessary to secure employment that will allow them to support themselves and their children, and

WHEREAS, The Career & Life Transitions Center for Women is a local organization dedicated to providing support services, vocational counseling, career training, and job readiness assistance to displaced homemakers of Warren County at little or no cost to these women, and

WHEREAS, proceeds from the Career & Life Transitions Center for Women’s Fifth Annual 5K Run/Walk and Transitions Autumn Fest event will be used towards scholarships for their clients to attend formal training, and

WHEREAS, we recognize the importance of increasing awareness about displaced homemakers and the mission of the Career & Life Transitions Center for Women:

NOW THEREFORE, we declare Sunday, November 2, 2008 to be Displaced Homemakers Day in our community and encourage all members of our community to support this worthy endeavor.

Mrs. Riley stated that she received e-mails from residents complaining of speeding on Belvidere Avenue, which Mrs. Riley forwarded to Lt. Lilly. Lt. Lilly said he would investigate the complaint and report back to the Committee in a few days.

Mrs. Riley informed the Committee that the sewer pipe on Buckley Avenue has been treated twice and the roots have been destroyed. The Township borrowed Belvidere’s camera to inspect the line and no roots were detected. The cost for the treatment was less than $100.00.

Mrs. Riley sent several e-mails to Hannah Massaquoi, Area Manager for Jersey Central Power and Light in reference to chopping down trees on Henry, Mechanic, Upper Denmark, Scranton Parkway and Lincoln Avenue. She received a phone call from the tree company hired by JCP&L and was informed that none of these trees will be removed because they only affect a service wire to one house. JCP&L will only take down trees that are near transmission lines.

The Committee received two bids from Foley for generator work at the sewer station on Vista Rossi. The quote was for four visits a year or two visits a year.

On motion by Mr. Accetturo, seconded by Mrs. Riley and passed unanimously on roll call vote to approve Foley to do two inspections to the sewer station at $715.00 per visit for a total of $1430.00 a year.

The Clerk stated that Lt. Lilly said a letter from the State Police should be coming to the Township by the next Committee meeting stating that Oxford Township is exempt from paying $68,189.00 for State Police coverage. Donna Lamanoco, Police Secretary/Matron was very instrumental in getting this issue resolved.

Mrs. Riley stated that on October 20, 2008, the Oxford Township School would be having “Red Ribbon Day” from 4:30 PM to 6:30 PM. BMX Cycling Team will also be performing at 2:00 PM at the school on the 20th.

On October 29th at 1:00 PM, Mrs. Riley will attend the public hearing for Stuart Kellner, to be held at the Oxford Municipal Building in reference to the Oxtech building clean up.
Barbara Riethmuller submitted the 2008 Oxford Lake report to the Committee.

Mrs. Riley stated that Mr. Lavery sent three letters to the residents that have not paid for sewer in the amounts-one at $1575.00 and two at $2500.00 each. He will report back to the Committee at the next Township meeting.

The Committee discussed what the sewer fees would be per resident, for capital costs.

Mr. Bray said he has received a reply from three Townships that are interested in regard to police share services-Belvidere, Washington Township and Mansfield. He said that looking at police share services is the way to control costs for the taxpayers. He stated there are grants available from the State of New Jersey to hire experienced professionals to look at all the options of shared services and these costs would be included in next year budget.

On motion by Mr. Bray, seconded by Mrs. Riley and passed unanimously on roll call vote to pay the bills listed on the Bill List except Burdges’ in the amount of $1,293.90.


EXECUTIVE SESSION

WHEREAS, Section 8 of the Open Public Meeting Act, Chapter 231, P.L. 1975, permits the exclusion of the public from a meeting in certain circumstances, and

WHEREAS, this public body is of the opinion that such circumstances presently exist.

1. The public shall be excluded from the discussion of any action upon the hereinafter-specific subject matter.

2. The general nature of the subject matter to be discussed is: one contractual matter, (Oxford Textile) and one personnel matter- (police).
3. It is anticipated at this time that the above stated subject matter will be made public at the conclusion of the litigation. The motion carried with the following roll call vote.

On motion by Mr. Bray, seconded by Mr. Accetturo and passed unanimously on roll call vote, to enter into Executive Session at 7:20 PM.

On motion by Mr. Accetturo, seconded by Mrs. Riley and passed unanimously on roll call vote, to enter into public session-public comment portion of the meeting.

PUBLIC COMMENT

Mr. and Mrs. Astle inquired about a solution to a parking issue on Upper Denmark Road.


Mr. Bray stated that he plans to submit an Ordinance for introduction at the next Township’s meeting, October 15th, based on an ordinance adopted in Hackettstown. This ordinance would prohibit parking for Trailers, RV’s and other vehicles that are for recreational use only, to be parked on township streets.

On motion by Mr. Accetturo, seconded by Mr. Bray and passed unanimously on roll call vote to adjourn the meeting at 8:25 PM.
