WORKSHOP MEETING
AUGUST 14, 2007


The regular scheduled workshop meeting of the Mayor and Committee of the Township of Oxford was held on august 14, 2007 in the Township Municipal Building, 11 Green Street, Oxford, New Jersey.

Mr. Lazorisak announced that the meeting had been properly advertised in compliance
with the OPMA of 1975 and called the meeting to order at 7:35 PM.

In attendance were Alex Lazorisak, N. Angelo Accetturo, Bonnie Riley, and Sheila L.
Oberly.

The Mayor opened the meeting to public comments.

Bill Riethmuller discussed with the Committee the dates and times of the goose hunt to be held in September. He asked that signs be posted at the Oxford Lake the week before September 4, 2007. The Lake will be open for hunting between the hours of 6:00 AM to 3:00 PM on weekdays excluding Monday, September 3rd. There is no hunting allowed on Saturday or Sunday.

Donna Romanczuk of DD’s Ice Cream came before the Committee to ask for a permit to sell ice cream, soda, candy and hot dogs around town. She stated that during the summer when the Oxford Lake is open, she would not go to the Lake. She stated that she starts selling at 1:00 PM and shuts down from 4:00 PM to 6:00 PM and stops selling at 8:30
PM. She will call Mrs. Riley to discuss what she would like sold at Oxford sporting
events.

On motion by Mr. Lazorisak, seconded by Mr. Accetturo and passed unanimously on roll call vote to approve DD’s Ice Cream from August 14, 2007 to December 31, 2007.

Jennifer Wiseburn thanked everyone for his or her help and participation in the Second Annual Summer Festival. The Committee stated that the Summer Festival Committee did a great job and the fireworks were fantastic. The Oxford Township businesses donated money in the amount of $5,000 that was used to pay for the fireworks. Jen estimated that there were 3,000 to 4,000 people that attended through out the day.

Lt. Charles Lilly discussed the amount of a new police vehicle and submitted a quote to the Committee. The quote submitted was from Winner Ford of Cherry Hill for a three-year lease with annual payments of $10,783.03.

On motion by Mr. Accetturo, seconded by Mrs. Riley and passed unanimously on roll call vote to approve the estimate from Burdge’s Auto Repair of Washington to repair the
2001 Ford Crown Victoria transmission for the amount of the estimate. ($2,754,00)

EXECUTIVE SESSION

WHEREAS, Section 8 of the Open Public Meeting Act, Chapter 231, P.L. 1975, permits
the exclusion of the public from a meeting in certain circumstances, and

WHEREAS, this public body is of the opinion that such circumstances presently exist.

1. The public shall be excluded from the discussion of any action upon the
hereinafter-specific subject matter.

2. The general nature of the subject matter to be discussed is a personnel
matter.

3. It is anticipated at this time that the above stated subject matter will be
made public at the conclusion of the litigation. The motion carried with
the following roll call vote.

On motion by Mr. Accetturo, seconded by Mrs. Riley and passed unanimously on roll call vote to enter into Executive Session at 8:10 PM.

On motion by Mr. Lazorisak, seconded by Mr. Accetturo and passed unanimously on roll call vote to go into open session at 8:45 PM.



RESOLUTION 2007-49

REFUNDING TAX SALE CERTIFICATE #464
THAT WAS REDEEMED


WHEREAS, the property owned by Joseph Ginelli known as Block 1.01, Lot 25,
located at 109 Jonestown Road had unpaid 2006 sewer service charges and was sold at a Tax Sale held on April 23, 2007 by the Oxford Township Tax Collector; and

WHEREAS, Arthur Frustaci of 1178 Fifth Avenue located in Alpha, NJ 08865
was the successful bidder of the above stated property; and the amount of the Tax Sale consisted of unpaid sewer service charges, interests and other costs, and totaled $764.34 and is represented by Tax Sale Certificate #464; and

WHEREAS, Washington Mutual, the mortagagee of the property, paid $2,247.89
on August 6th to the Oxford Township Tax Collector to satisfy the outstanding Tax Sale Certificate, subsequent taxes, and delinquent taxes:

NOW, THEREFORE BE IT RESOLVED by the Mayor and Township
Committee of the Township of Oxford on this 14th day of August 2007 that the Chief
Financial Officer be authorized to draw a check payable to Arthur Frustaci in the amount of $877.49 for the redemption of Tax Sale Certificate #464.

BE IT FURTHER RESOLVED that the Tax Collector be directed to return the
satisfied Tax Sale Certificate to Washington Mutual.

On motion by Mr. Lazorisak, seconded by Mrs. Riley and passed unanimously on roll call vote to adopt Resolution 2007-49.



RESOLUTION 2007-50

REFUNDING TAX SALE CERTIFICATE #437
THAT WAS REDEEMED


WHEREAS, the property owned by Robert Caporin & Gerald Ritchie known as
Block 2, Lot 15, Q0013 located at Jonestown Road had unpaid 2003 taxes and was sold at a Tax Sale held on December 6th, 2004 by the Oxford Township Tax Collector; and

WHEREAS, James C. Older of 87 East Mountain Road located in Hillsborough,
NJ 08844 was the successful bidder of the above stated property; and the amount of the Tax Sale consisted of unpaid taxes, interests and other costs, and totaled $29.89 and is represented by Tax Sale Certificate #437; and

WHEREAS, Robert Caporin paid $1,071.52 on August 6th to the Oxford
Township Tax Collector to satisfy the outstanding Tax Sale Certificate, subsequent taxes, and delinquent taxes:

NOW, THEREFORE BE IT RESOLVED by the Mayor and Township
Committee of the Township of Oxford on this 14th day of August 2007 that the Chief
Financial Officer be authorized to draw a check payable to James C. Older in the amount of $892.09 for the redemption of Tax Sale Certificate #437.

BE IT FURTHER RESOLVED that the Tax Collector be directed to return the
satisfied Tax Sale Certificate to Robert Caporin & Gerald Ritchie at 2643 West Rock
Road, Allentown, PA 18103.


On motion by Mr. Lazorisak, seconded by Mrs. Riley and passed unanimously on roll call vote to adopt Resolution 2007-50.

On motion by Mr. Lazorisak, seconded by Mr. Accetturo to allow the Oxford Historical
Society to use the municipal building on September 25, 2007 for a meeting.

On motion by Mr. Lazorisak, seconded by Mrs. Riley and passed unanimously on roll call vote to authorize Mr. Accetturo to offer Mr. and Mrs. Pohl $1,000 to help pay for the damage caused by the sewer back-up damage in their basement.

The Committee reviewed the August, 2007 bills and withheld the following bills for
payment.

On motion by Mr. Lazorisak, seconded by Mr. Accetturo and passed unanimously on roll call vote to pay the remainder of the August 2007 bills listed on the Bill List.

On motion by Mr. Lazorisak, seconded by Mr. Accetturo and passed unanimously on roll call vote to adjourn at 9:29 PM.
