WORKSHOP MEETING
JULY 18, 2006

The regular scheduled workshop meeting of the Oxford Township Committee was held
on July 18, 2006 in the Township Municipal Building, 11 Green Street, Oxford, New
Jersey.

In attendance were Alex Lazorisak, Bonnie Riley, Peter Kowalick and Sheila L. Oberly.
Mayor Angelo Accetturo was absent.

Jean Paul Reece of Access 24 Technology Group explained the Township’s computer system and what is needed to update the system. He suggested changing the DSL service from Net Access to Comcast Business Class High Speed Cable. The change would cost twenty-five dollars more per month and would delete all spam that has become a problem. Lt. Lilly stated that at this time he is experiencing a lot of spam over the Internet, within 3 days he could receive at least two hundred and fifty.

On motion by Mr. Lazorisak and seconded by Mrs. Riley, for Jean Paul Reece to change the system to Comcast for the Township computers.

Jean Paul Reece stated that there are two servers, one for police and one for the offices in the Municipal Building. The server for the municipal offices broke down and at this time it is running but Mr. Reece cannot guarantee how long it will last. The server for the Police is manufactured by Dell and has a warranty, which has been renewed, but the other server is homemade with no manufacturer’s name.

On motion by Mr. Lazorisak, seconded by Mrs. Riley to purchase a new server and back-up system from Dell for $3,900.00. The Committee thanked Jean Paul Reece for all his hard work and all the time he has volunteered to the Township to up date the computer system.

Donna Lamonaco, Police Secretary stated that National Night Out would be held on
August 1, 2006 at 5:00 PM to 8:00 PM at the Oxford Lake. The Township Committee
was asked to do the cooking. There will be a pie throwing contest, sack race with
different age groups, state police helicopter, relay race, beanbag toss and lots of surprises.
There will also be a “Burglar” walking the grounds and clues will be given to solve the
identity of the burglar.

PUBLIC COMMENT:

Susan Buck asked if the Township has any plans for the for the farm property that they own on Orams Lane. Mr. Lazorisak stated that the Township would like to resurrect the land one day as a farm and put it out to bid with deed restrictions and maybe even receive Green Acres money for the property. The Recreation Committee stores equipment in the one building, others are in need of repair. Mr. Lazorisak said the Committee would be happy to review any suggestions that Ms. Buck would put together to benefit the town.

Dennis White said that on June 28, 2006, a tree fell on Mine Hill Road and his car slid
into it. He called 911 to report the tree was down across the road. He asked if the

Township could pay for the damage that was done to his vehicle. He was told to fill out a
report and the Clerk will submit it to the Township’s insurance.

On motion by Mr. Lazorisak, seconded by Mrs. Riley, the Cub Pack 148 Fishing Derby
at Oxford Lake on September 9, 2006 was approved.

On motion by Mrs. Riley, seconded by Mr. Lazorisak, Oxford PTO 50/50 Raffle for
Parent’s Back to School Night, September 13th and 20th was approved.

GOVERNING BODY CERTIFICATION OF THE ANNUAL AUDIT
RESOLUTION 2006-53

WHEREAS, N.J.S.A. 40A: 5-4 requires the governing body of every local unit to have
made an annual audit of its books, accounts and financial transactions, and
WHEREAS, the Annual Report of Audit for the year 2005 has been filed by a Registered Municipal Accountant with the Municipal Clerk pursuant to N.J.S.A. 40A: 5-6, and a copy has been received by each member of the governing body; and
WHEREAS, R.S. 52:27BB-34 authorizes the Local Finance Board of the State of New
Jersey to prescribe reports pertaining to the local fiscal affairs; and
WHEREAS, the Local Finance Board has promulgated N.J.A.C. 5:30-6.5, a regulation
requiring that the governing body of each municipality shall, by resolution, certify to the Local Finance Board of the State of New Jersey that all members of the governing body have reviewed, as a minimum, the sections of the annual audit entitled “Comments and Recommendations; and

WHEREAS, the members of the governing body have personally reviewed, as a
minimum, the Annual Report of Audit, and specifically the sections of the Annual Audit
entitled “Comments and Recommendations, as evidenced by the group affidavit form of the governing body attached hereto; and

WHEREAS, such resolution of certification shall be adopted by the Governing Body no
later than forty-five days after the receipt of the annual audit, pursuant to N.J.A.C. 5:30-6.5; and
WHEREAS, all members of the governing body have received and have familiarized
themselves with, at least, the minimum requirements of the Local Finance Board of the State of New Jersey, as stated aforesaid and have subscribed to the affidavit, as provided by the Local Finance Board; and
WHEREAS, failure to comply with the regulations of the Local Finance Board of the
State of New Jersey may subject the members of the local governing body to the penalty provisions of R.S. 52:27BB-52, to wit:
R.S. 52:27BB-52: A local officer or member of a local governing
body who, after a date fixed for compliance, fails or refuses to
obey an order of the director (Director of Local Government
Services), under the provisions of this Article, shall be guilty of a
misdemeanor and, upon conviction, may be fined not more than
one thousand dollars ($1,000.00) or imprisoned for not more than
one year, or both, in addition shall forfeit his office.


NOW, THEREFORE BE IT RESOLVED, That the Oxford Township
Committee of the Township of Oxford, hereby states that it has complied with
N.J.A.C. 5:30-6.5 and does hereby submit a certified copy of this resolution and
the required affidavit to said Board to show evidence of said compliance.

RESOLUTION 2006-53 Certification of the Annual Audit of 2005 was adopted
on motion by Mr. Lazorisak and seconded by Mrs. Riley.

The Committee reviewed the 2005 Audit Report Corrective Action Plan and signed the
Audit Review Group Affidavit. On motion by Mr.Lazorisak, seconded by Mrs. Riley,
the 2005 Corrective Action Plan was passed.

RESOLUTION 2006-54

WHEREAS, the property owner has paid to the Tax Collector the amount necessary
to redeem the lien on Block 32, Lot 7 and

WHEREAS, it is the desire of the Tax Collector to refund to the lien holder the
redemption amount,

NOW THEREFORE BE IT RESOLVED by the Mayor and Committee of the
Township of Oxford that the redemption amount of $ 879.89, known as Tax Sale
Certificate #459, be refunded to the lien holder, James Pilewski..

RESOLUTION 2006-54 Lien Redemption, Block 32, Lot 7- $879.89 was adopted on
motion by Mrs. Riley and seconded by Mr. Lazorisak.

RESOLUTION 2006-55

WHEREAS, the property owner has paid to the Tax Collector the amount necessary to
redeem the lien on Block 32 Lot 8 and

WHEREAS, it is the desire of the Tax Collector to refund to the lien holder the
redemption amount,

NOW THEREFORE BE IT RESOLVED by the Mayor and Committee of the
Township of Oxford that the redemption amount of $3,036.76, know as Tax Sale
Certificate #460, be refunded to the lien holder, Wachovia-Cust SASS Muni V dtr.

RESOLUTION 2006-55 Lien Redemption, Block 32, Lot 8 - $3,036.76 was adopted
on motion by Mrs. Riley and seconded by Mr. Lazorisak.

The Committee reviewed the bills and withheld the following for payment:

On motion by Mr. Lazorisak and seconded by Mrs. Riley, the remainder of the bills as
listed on bill list was approved for payment.

On motion by Mr. Lazorisak and seconded by Mrs. Riley, the meeting was adjourned at 10:25 PM.
