TOWNSHIP MEETING

The regular scheduled meeting of the Mayor and Committee of the Township of Oxford was held on December 20, 2006 at the Oxford Township Municipal Building, 11 Green Street, Oxford, New Jersey.

In attendance were Angelo Accetturo, Alex Lazorisak, Bonnie Riley, and Sheila L.
Oberly.

The Mayor called the meeting to order at 7:35PM, and announced that the meeting had been advertised in accordance with the OPMA of 1975.

Everyone stood for the flag salute.

Mr. Accetturo stated that the November 2006 Tax, Sewer and Treasurer’s report are
available to the public in the back of the room.

ORDINANCE 2006-19 Fixing Salary Ranges for Certain Officers and Employees of
the Township of Oxford was read by title only and opened to the public for comment.
There being no public comment, the public hearing was closed. On motion by Mrs.
Riley, seconded by Mr. Lazorisak and passed unanimously on roll call vote, Ordinance
2006-19 was adopted.

RESOLUTION 2006-88

WHEREAS it has been determined that the property owner of Block 25, Lot 39.01 has
been charged $90.85 for an added assessment for central air conditioning.

WHEREAS the property owner is Frank and Jeannie Bush of 14 Bush Street, Oxford,
states he does not have this feature.

NOW THEREFORE BE IT RESOLVED by the Township Committee that this charge
be removed from the tax bill and authorize the Tax Collector to cancel this charge on all forthcoming bills.

On motion by Mr. Accetturo, seconded by Mrs. Riley and passed unanimously on roll
call vote, Resolution 2006-88 was approved.

Lou Accetturo, DPW Supervisor will be receiving proposals for the paving of the
entryway to the ball fields. The estimate is approximately 15,000 and will be split
between Tilcon for materials and Tom Garland for the labor.

PUBLIC COMMENT:

Diane Hooper inquired about the meeting last night with Mr. Broscious and the
discussion on the Oxtech site. Mr. Accetturo explained that The Department of
Environmental Protection (DEP) gives you a “footprint” with what you can work with –
all the different restrictions. . The site is 300 acres with approximately 50 acres of build able property. Dave Roberts, Planner with Schoor DePalma will help the township with the redevelopment process. Mr. Lazorisak stated that last night’s meeting was very productive with but there still is a long way to go. Mike Lavery, Dave Roberts and the Committee will review the agreement before any decision is made.

Mr. Accetturo stated that there are issues that must be changed: first the sewer service area. They must amend the sewer service agreement filed with the State of New Jersey because now they are not in the sewer service district. At this time they have their own plant, which must be decommissioned and become a part of Oxford’s Sewer System. Another process they must go through with the State of New Jersey since the plant is no longer being used is to identify any issues of contamination. Mrs. Riley stated that the Township has the right to name the developer for this property.

Mr. Lazorisak thanked Mrs. Riley for the wonderful job she did at the tree lighting on
December 3, 2006. Mrs. Riley stated that 100 girl scouts attended from the Warren
County Service Unit. A total of 175 lollipops were distributed.

On motion by Mr. Lazorisak, seconded by Mrs. Riley and passed unanimously on roll
call vote, the meeting was adjourned at 8:30 PM.
