The regular meeting of the Mayor and Committee of the Township of Oxford was held on January 19, 2005 in the Oxford Township Municipal Building, 11 Green Street, Oxford, New Jersey.
In attendance were Mayor Alex Lazorisak, Phil Rosenberg, Angelo Accetturo, Robert Benbrook, and Bill Gleda.
The meeting was called to order by Mayor Alex Lazorisak at 7:35 PM who announced that the meeting had been properly advertised in compliance with the OPMA of 1975.
The flag salute was recited.
On motion by Mr. Rosenberg, seconded by Mayor Lazorisak and passed unanimously on roll call vote, the minutes of the December 14, 15, 2004 and January 3, 2005 meetings were approved.
Ordinance 2005-01 � Local Government CAP Law was read by title only on first reading and approved on motion by Mayor Lazorisak, seconded by Mr. Rosenberg and passed unanimously on roll call vote. Second reading, public hearing of Ordinance
2005-01 will be held on February 16, 2005 on or about 7:30 PM in the Township Municipal Building, 11 Green Street, Oxford, New Jersey.
Resolution 2005-11 � Designating The Oxford Furnace and Oxford Textile Mill Site as Areas of in Need of Redevelopment was introduced and on motion by Mayor Lazorisak and seconded by Mr. Rosenberg, Resolution 2005-11 was adopted.
Mr. Accetturo voted No.
Resolution 2005-12 � Budget Transfer #3 was introduced and on motion by Mr. Rosenberg, seconded by Mr. Accetturo and passed unanimously on roll call vote, Resolution 2005-12 was adopted.
The Tax Collector�s report for taxes and sewers dated January 10, 2005 was submitted and approved.
The Recycling Coordinator and Township Attorney will look into the Second Chance Contract and as of now, recycling will be picked up once a month.
A check for $2,250.00 from Comcast for the Oxford Youth Association was accepted by the Township Committee.
Bill Gleda of Finelli�s Consulting Engineer�s, Inc. stated that they have done their inspections on Scranton Parkway. The Committee agreed to have the Township Attorney and the Engineer�s Office meet and write a letter to Gerald Gruener about posting a Maintenance Bond.
The speed limits on Wall Street, Lower Denmark Road and Pequest Road will be discussed further at our February 16, 2005 meeting.
Robert Benbrook stated that he had nothing to report at this time.
Public Comment:
Diane Hooper had a question about the budget transfer and the tax collector�s report.
Sara Leich, from the Express Times asked if any information was available about the sewer infiltration problem. Mayor Lazorisak said the Committee is still working on correcting problem. She also asked about Resolution 2005-11 and how this will affect the township residents. Mayor Lazorisak stated that the Redevelopment is still in the planning stages.
Paul Smith from Sanico asked about the contract with Second Chance, if the Township was going to stay with monthly pick-up. Mr. Rosenberg stated that it will stay once a month. Paul will submit literature that can be mailed to Township residents how and what to recycle.
On motion by Mayor Lazorisak and seconded by Mr. Accetturo, the Committee went into Executive Session at 8:05 PM to discuss the sewer infiltration problem, WCPRMUA, police contract, Covanta and Land Acquisition. No Action was taken.
The meeting reconvened at 9:20 PM.
There being nothing further to discuss, on motion by Mayor Lazorisak, seconded by Mr. Accetturo and passed on unanimously on roll call vote, the meeting adjourned at 9:30 PM.
